Abstract

The suffrage right is a fundamental right and constitutional right that must be protected by the state referred to in the 1945 Constitution. Every Indonesian citizen who has reached the age of 17 (seventeen) years or more, is married or has been married and who are eligible to vote are called voters and are given the right to vote. To be able to exercise their right to vote in an election, every voter must be registered in the voter list and have an ID card (e-KTP) or Certificate as stipulated in Law Number 7 of 2017 concerning General Elections. Updating voter data aims to update voter data so that it can provide protection and guarantee the fulfillment of citizens' right to vote. However, the current updating of voter data has not been able to protect citizens' right to vote and the resulting voter list still creates problems. In the 2019 election, the permanent voter list (DPT) must be revised three times. This study examines the relationship between voter registration and the protection of the right to vote and how the protection of the right to vote in elections through continuous updating of voter data using the normative-empirical method is research that examines the norms of statutory regulations and also examines how these norms are implemented by the implements of the law. The results showed that the protection of the right to vote as a fundamental human right and also a constitutional right of citizens can be guaranteed, protected, and fulfilled by the state through voter registration 1 (one) time into the voter list. Continuous updating of voter data has not been carried out properly. This is due to the absence of adequate regulations that explicitly regulate, the unavailability of sufficient budget and human resources, the unsynchronized policy on the use of population data and voter data between the KPU and the Government, the lack of public awareness and the lack of integration of population data with data. selector. Therefore, legislators need to revise the Election Law, establish regulations regarding the implementation of continuous voter data updating, formation of permanent officers, implementation of Centralized SIAK integrated with Sidalih and increase public legal awareness.
