Abstract

ABSTRACT This study aims to measure the e-government maturity using United Nation Model for the fiscal year of 2019 and the web-based financial management transparency of local governments in Sumatera Island by focusing on three main stages (aspects) of local financial management, namely the aspects of planning, implementation, and reporting and accountability of the budget. This study also aims to analyze the influence of web-based financial transparency and its electronic government implementation on its performance using the concept of value for money of local governments in Sumatera Island. This study uses purposive sampling method and obtained 35 out of 154 local governments which met the requirement of the sampling method. The data was analyzed using Multiple Linear Analysis method and descriptive analysis assisted by SPSS 16 and Microsoft Office Excel 2016. The result shows that the level of e-government maturity of local governments in Sumatera Island was very low that the average score was only 6 out of 17 indicators and the web-based financial management was also very low that the average transparency index was only 15,2%. The result of this study also shows that the e-government maturity and web-based financial management transparency significantly influence the performance of local governments in Sumatera Island. ABSTRAK Penelitian ini bertujuan untuk mengukur tingkat maturitas pemerintahan elektronik pemerintah daerah di Pulau Sumatera dengan menggunakan model United Nation dan tingkat transparansi pengelolaan keuangan berbasis web pemerintah daerah di Pulau Sumatera dengan berfokus kepada tiga tahapan utama pengelolaan keuangan daerah yaitu perencanaan, pelaksanaan serta pelaporan dan pertanggungjawaban untuk tahun anggaran 2019. Penelitian ini juga bertujuan untuk menganalisa pengaruh tingkat maturitas pemerintahan elektronik dan transparansi keuangan berbasis web pemerintah daerah di Pulau Sumatera terhadap kinerjanya. Penelitian ini menggunakan metode purposive sampling dalam pengambilan sampel penelitian dan mendapatkan 35 pemerintah daerah yang memenuhi kriteria pemilihan sampel yang telah ditentukan. Data diolah menggunakan analisis regresi linear berganda dan analisis deskriptif menggunakan aplikasi SPSS 16 dan Microsoft Office Excel 2016. Hasil penelitian menunjukkan bahwa tingkat maturitas pemerintahan elektronik di Pulau Sumatera cukup rendah dengan rata-rata pemenuhan indikator sebesar 6 dari 17 indikator dan tingkat transparansi pengelolaan keuangan daerah yang juga sangat rendah dengan rata-rata indeks transparansi sebesar 15,2%. Hasil penelitian juga menunjukkan bahwa tingkat maturitas pemerintahan elektronik dan transparansi pengelolaan keuangan berbasis web berpengaruh signifikan terhadap kinerja pemerintah daerah di Pulau Sumatera.
