Abstract
This research aims to describe the role of UN Women in efforts to eliminate violence against women in Egypt, which is still quite high. Violence of women in Egypt continues to occur on the backdrop of the persistence of a patriarchal culture that creates norms about how women should be, this has led to the emergence of various forms of violence divided into physical, psychological and sexual violence. For this reason, UN Women is here with the aim of spreading new norms that will resonate with existing norms regarding the position and role of women, so these norms will become an effort to eliminate various forms of violence. This study uses the conceptual norm resonance framework proposed by Rodger A. Payne, which is divided into three stages of the process; persuasive communication, framing and norm consumption. The research method used qualitative descriptive-analysis type of research, using secondary data. Based on this conceptual framework, this research finds indications that indeed UN Women has succeeded in playing a role as a norm entrepreneur in spreading new norms related to gender equality with changes in behavior and people's perspectives on the position and role of women which will then become a way to eliminate gender-based discrimination and violence. This is also evidenced by the realization of the new 2014 constitution which is specific in protecting women and victims of violence.
