Abstract

ANALISIS PROGRAM PENANGANAN KEKERASAN TERHADAP ANAK DI KABUPATEN PASAMAN TAHUN 2020 Oleh Rima Suryani No.BP 1820322014 (Dibawah Bimbingan Prof.Dr.dr.Rizanda Machmud,M.Kes,FISPH,FISCM dan Dr.dr.Yaslinda Yaunin,Sp.KJ) ABSTRAK Masalah kekerasan terhadap anak (KtA) di Indonesia adalah kejadian yang semakin meningkat, data seperti fenomena gunung es dan pelaku seringkali adalah orang terdekat. Dampak jika program penanganan KtA tidak dilaksanakan sesuai pedoman adalah tidak terpenuhinya hak anak untuk mendapat perlindungan, meningkatnya jumlah kasus, anak tidak pulih secara sempurna, lingkungan sekitar tidak mendukung anak sehingga akan mempengaruhi psikis yang akan menyebabkan munculnya generasi penerus bangsa yang tidak kuat secara fisik, psikologis maupun kecerdasan otak. Di Kabupaten Pasaman pada tahun 2017 terjadi 12 kasus dengan korban sebanyak 15 orang, 2018 terjadi 17 kasus dengan korban 18 orang, dan 2019 terjadi 18 kasus dengan korban 32 orang. Penelitian ini dilaksanakan dengan menggabungkan 2 jenis penelitian (mix method) yang didahului penelitian kualitatif dan dilanjutkan dengan penelitian kuantitatif. Penelitian kualitatif dengan informan sebanyak 13 orang, sedangkan kuantitatif dengan responden masyarakat Kabupaten Pasaman sebanyak 106 orang dan siswa SMP sekabupaten Pasaman sebanyak 464 orang. Hasil penelitian kualitatif menunjukkan bahwa program penanganan KtA di Kabupaten Pasaman tahun 2020 belum terlaksana secara baik dari input, proses, dan output belum mencapai hasil yang optimal. Hasil penelitian kuantitatif menunjukkan bahwa tingkat pengetahuan masyarakat tentang KtA adalah baik (75,5%) dan gambaran sikap yang paling dominan adalah baik (92,5%). Tindakan yang dilakukan orangtua kepada anak antara lain membentak anak (59,4%) dan mencubit anak (43,4%). Tindakan yang diterima siswa SMP adalah dicubit (60,3 %) dan dibentak (57,3%). Disarankan kepada DPPA, P2TP2A, Dinas Sosial dan Kepolisian untuk melakukan advokasi kepada pengambil kebijakan agar anggaran berbasis anak menjadi prioritas pada penyusunan APBD, memperluas jangkauan sosialisasi serta pengadaan formasi psikolog di Kabupaten Pasaman. If the program for handling violence against children is not implemented according to the guidelines, so that the rights of children to receive protection will not fulfilled, the number of cases increases, the child will not recover completely, and the surrounding community will not support children, so it will affect psychologically which will cause the future generations who are not strong enough physically, psychologically and intellectually. In Pasaman Regency in 2017 there were 12 cases with 15 victims, in 2018 there were 17 cases with 18 victims, and in 2019 there were 18 cases with 32 victims. This research was conducted by combining 2 types of research (mix method) which was preceded by qualitative research with 13 informants, and continued with quantitative research with 106 respondents from Pasaman Regency and 464 Junior High School students in Pasaman Regency. The results of qualitative research showed that the program for handling violence against children in Pasaman Regency in 2020 has not been implemented properly, from the input, process, and output that have not achieved optimal results. The results of quantitative research showed that the level of public knowledge about violence against children is good (75.5%) and the most dominant response is good (92.5%). Forms of violence against children committed by parents included yelling at the child (59.4%) and pinching the child (43.4%). Forms received by junior high school students were being pinched (60.3%) and yelled at (57.3%). It is recommended that the DPPA, P2TP2A, Social Service and Police conduct advocacy to policy makers so that child-based budgets become a priority in the preparation of the APBD, expand the reach of sosialization and allocate the formation of psychologists in Pasaman Regency.
