ABSTRAK PERMATA JALI DIMASIOSZ, BP 1610812006. Jurusan Sosiologi Fakultas Ilmu Sosial dan Ilmu Politik Universitas Andalas Padang. Judul Skripsi:Regulasi Konflik Pemanfaatan Ruang di Jalan Permindo Kota Padang. Jumlah halaman 100 lembar. Pembimbing I Prof. Dr, Afrizal MA. Pembimbing II Drs. Ardi Abbas, MT. Konflik bagian dari kehidupan sosial. Konflik dapat disebabkan oleh berbagai hal, salah satunya karena perebutan akses ruang. Banyak aktor ingin menguasai ruang, khususnya ruang jalan Permindo, Kota Padang. Para pihak akan terus memperebutkan ruang sehingga konflik terus terjadi. Mekanisme penyelesaian konflik diperlukan agar para pihak bisa terus memperjuangkan kepentingan mereka tanpa harus mengalami konflik yang bereskalasi. Dalam menyelesaikan konflik, para pihak dapat memilih model-model mekanisme konflik diantaranya: konsiliasi, mediasi dan arbitrase. Konsiliasi adalah mekanisme konflik dimana para pihak memilih untuk menyelesaikan pertentangan mereka tanpa intervensi pihak ketiga. Sementara mediasi dan arbitrase memerlukan intervensi pihak ketiga. Tujuan penelitian ini adalah (1) mengidentifikasi aktor-aktor pengambil manfaat ruang, (2) mengidentifikasi isu konflik (3) mendeskripsikan apa saja mekanisme penyelesaian konflik yang digunakan. Penelitian ini menggunakan pendekatan kualitatif. Penelitian ini menggunakan konsep konflik ruang oleh Henri Lefebvre dan konsep regulasi konflik oleh Ralph Dahrendorf. Penulis telah mempelajari aktor-aktor yang bertentangan dalam pengambilan manfaat ruang Jalan Permindo. Masing-masing aktor yang bertentangan membawa isu konflik yang berbeda pula, mulai dari isu penguasaan dan akses ruang, pelanggaran aturan yang telah disepakati bersama, dan penggunaan cara-cara represif dalam menertibkan pedagang kaki lima. Data dikumpulkan menggunakan wawancara mendalam, observasi, dan pengumpulan dokumen. Berdasarkan hasil penelitian, aktor-aktor konflik diantaranya adalah (1) pedagang kaki lima melawan tukang parkir, (2) pedagang kaki lima melawan pedagang kaki lima, (3) pedagang kaki lima melawan pedagang toko, (4) pedagang kaki lima melawan Pemerintah Kota Padang, (5) pedagang kaki lima melawan Satpol PP, (6) pedagang toko melawan Pemerintah Kota Padang. Mekanisme konflik yang dipilih oleh pihak yang berkonflik berbeda-beda, dalam kasus yang melibatkan sedikit pihak, mereka cenderung menggunakan konsiliasi dan mediasi. Sementara untuk konflik yang melibatkan banyak pihak, mereka memilih mekanisme arbitrase dengan Pemerintah Kota Padang sebagai pihak ketiga. Keputusan yang ditetapkan oleh pihak ketiga adalah Perwako No.438 Tahun 2018. Meskipun keputusan telah ditetapkan oleh pihak ketiga dan disepakati oleh semua pihak, namun pihak yang merasa kalah tetap melakukan perlawanan dengan menentang aturan tersebut. Akibatnya konflik pemanfaatan ruang jalan Permindo terus terjadi. Namun konflik ini telah menjadi rutinitas karena ada mekanisme penyelesaian konflik. Conflicts can be caused by various things, including the struggle for access to space. Many actors need to control space, especially the space of Permindo Street, Padang City. The parties will continue to fight for space so that conflicts continue. A settlement mechanism is needed so that parties can continue to fight for their interests without having to experience escalating conflicts. The parties can choose models of conflict resolution mechanisms such as: conciliation, mediation and arbitration to resolve the conflict. Conciliation is a mechanism that used when the parties choose to resolve their conflict without a third party, while mediation and arbitration need third party intervention. The objectives of this study are (1) actors who take advantage of space, (2) identify conflict issues (3) describe what conflict resolution is used. This research uses a qualitative method. This study uses the concept of spatial conflict by Henri Lefebvre and the concept of conflict resolution mechanism by Ralph Dahrendorf. The author has studied the actors who take advantage of space. The actor of conflict is various, starting from the issue of control and access to the space, mutually agreed upon rules, and the use of repressive methods to curb street vendors. The author has used in-depth interviews, observation, and document analysis to collect the research data Based on the research results, the actors of conflict include (1) street vendors against the government, (2) street vendors against shop-owners, (3) street vendors against street vendors, (4) street vendors against the Government of Padang City, (5) shop-owners against the Government of Padang City. The conflict mechanisms chosen by the actors were various, in cases involving fewer parties, they tend to use conciliation and mediation. Meanwhile, for conflicts involving many parties, they chose arbitration with the Padang City Government as the third party. The decision determined by the third party is Perwako No.438 of 2018. Even though the decision has been determined by the third party and agreed upon by all parties, the party who feels defeated continues to fight by against these rules. As a result, the use of Permindo Street space continues. However, this conflict has become routine because the actors had mechanism to resolve their conflicts.
