Abstract

ABSTRAK Penelitian ini bertujuan untuk mendeskripsikan upaya perjuangan pedagang Pasar Atas untuk membatalkan kebijakan Walikota Bukittinggi. Setelah bangunan Pasar Atas selesai di bangun terjadi konflik antara pedagang dan pemerintah Kota Bukittinggi. Hal ini terjadi karena kebijakan mengenai penempatan pedagang kembali di Pasar Atas yang baru. Dasar penolakan pedagang pemilik kartu kuning adalah kebijakan dianggap dapat menghilangkan hak toko yang mereka miliki. Penelitian ini menggunakan pendekatan kualitatif dengan tipe penelitian deskriptif. Teori yang digunakan adalah teori perjuangan pihak yang tidak memegang otoritas oleh afrizal dan teori Fenomenologi dari Alfred Schutz, yang mencakup Because Motive dan In Order to Motive. Data didapatkan melalui wawancara, pengamatan secara langsung, berita, dan dokumentasi. Hasil dari penelitian ini menunjukan bahwa upaya perjuangan pihak yang tidak memegang otoritas dapat dilakukan dengan cara (1) Organisasi, (2) Demonstrasi, (3) Lobi, dan (4) Hukum. Hasil penelitian juga menunjukkan bahwa motif yang melatarbelakangi upaya perjuangan pembatalan kebijakan pasca pembangunan kembali Pasar Atas Kota Bukittinggi meliputi because motive diantaranya (1) Tidak ingin kehilangan hak toko yang dulu dimilik, (2) Tidak ada musyawarah dalam pembuatan kebijakan dengan pedagang, (3) Pedagang mempertanyakan dasar penerbitan sertifikat hak pakai tanah Pasar Atas. Sementara in order to motive mencakup (1) Menginginkan agar kebijakan dibatalkan, dan (2) Dilakukan kembali musyawarah antara pedagang dan Pemerintah Kota Bukittinggi. Advisor I, Prof. Dr. Afrizal, MA and Supervisor II, Dr. Alfitri, M.Si This study aims to describe the efforts of the Pasar Atas traders to cancel the policies of the Mayor of Bukittinggi. After the Pasar Atas building was completed, there was a conflict between the traders and the Bukittinggi City government. This happened because of the policy regarding placing traders back in the new Upper Market. The basis for the refusal of yellow card merchants is that the policy is deemed to be able to eliminate the rights of their shops. This study uses a qualitative approach with descriptive research type. The theory used is Afrizal's theory of unauthorized party struggle and Alfred Schutz's theory of Phenomenology, which includes Because Motive and In Order to Motive. Data obtained through interviews, direct observation, news, and documentation. The results of this study indicate that the efforts of those who do not hold authority can be carried out by (1) Organization, (2) Demonstrations, (3) Lobbying, and (4) Law. The results also show that the motives behind the struggle for the cancellation of policies after the reconstruction of the Bukittinggi City market include (1) not wanting to lose the rights of the shop that was previously owned, (2) There is no deliberation in making policies with traders, (3) The traders questioned the basis for the issuance ofrights certificates Atas market land use. Meanwhile, in order to motive includes (1) wanting the policy to be canceled, and (2) re-conducting the deliberation between traders and the City Government of Bukittinggi.
