Abstract

The growth of internet and poverty opened new avenues for the growth of online prostitution and made the Philippines known as the center of cybersex globally. Child exploitations was discovered in these activities and threatened the safety also the rights of children. Various efforts have been made by the Philippines, such as establishing partnerships Terre des Hommes. There is an optimization of this partnership by creating Sweetie Operation to trap the predators. However, the child cybersex business keeps growing even though Sweetie is equipped with artificial intelligence. Therefore, this research aimed to analyze the obstacles in the Philippines and Terre des Hommes partnership in decreasing the growth of child cybersex and protect the children from online sexual exploitation through a case study called Sweetie Operation 2.0. This research uses International Cooperation and partnership concept by Adil Najam which offers a more detailed view of NGO and state relations. Besides, this research also uses the partnership concept by Aliya Kabdiyeva to observe the dynamics of the Philippines and Terre des Hommes partnership. The approach of this research was descriptive by using secondary data. Based on the partnership concept by Najam and Kabdiyeva, this research discovered three obstacles within the partnership in combating child cybersex through Sweetie Operation 2.0: the uncertainty of Terre des Hommes with Philippine’s reactive policy; society and private sector neglecting the awareness of child cybersex impact on children; and the limitation of Sweetie operation 2.0 as investigative tools by law.
