Abstract

ABSTRAK AURORA RIVANI, 1510811014. Jurusan Sosiologi. Fakultas Ilmu Sosial dan llmu Politik, Universitas Andalas Padang. Judul Skripsi : Fungsi Pasca Revitalisasi Pasar Bandar Buat Kota Padang. Pembimbing I, Drs. Ardi Abbas, MT. Pembimbing II Zeni Eka Putri, S.Sos, M.Si. Pasar Bandar Buat adalah salah satu pasar tradisional yang ada di Kota Padang. Pasar ini juga merupakan pasar yang mendapatkan bantuan pemerintah melalui Program Revitalisasi. Revitalisasi merupakan upaya untuk meningkatkan nilai lahan/kawasn melalui pembangunan kembali dalam suatu kawasan yang dapat meningkatkan fungsi kawasan sebelumnya. Pada penelitian ini, masalah yang diangkat ialah bagaimana fungsi dari program revitalisasi yang telah dilaksanakan dengan melihat pola dan tindakan dari pedagang, pemuda, tukang parkir maupun pembeli dalam memanfaatkan fasilitas-fasilitas yang ada. Tujuan dari peneliti ini medeskripsikan tiga fungsi dari aspek revitalisasi pasar, seperti fungsi revitalisasi sosial, fungsi revitalisasi fisik dan fungsi revitalisasi ekonomi manajemen Pasar Bandar Buat. Pada penelitian ini, teori yang digunakan adalah teori Fungsionalisme Struktural oleh Robert K. Merton yang membahas mengenai fungsi dalam struktur masyarakat. Dalam menggunakan analisis fungsional untuk tidak boleh mengasumsikan bahwa setiap pola tindakan baku harus mempunyai konsekuensi yang menguntungkan sistem atau harus fungsional, bahkan banyak tindakan dapat mempunyai konsekuensi yang bersifat disfungsional. Metode penelitian yang dilakukan adalah metode kualitatif dengan tipe penelitian deskriptif. Penentuan informan melalui teknik purposive sampling dan untuk mendapatkan data menggunakan wawancara mendalam serta pengumpulan dokumen dan dokumentasi. Dari hasil penelitian yang telah ditemukan menunjukkan adanya bentuk fungsi dan disfungsi dari program revitalisasi Pasar Bandar Buat. Fungsi dari revitalisasi sosial pasar ialah masih terciptanya hubungan kerjasama antar sesama pedagang dengan mebentuk kelompok yang sejenis. Fungsi revitalisasi fisik pembangunan Pasar Bandar Buat yang belum sempurna dan masih banyak fasilitas-fasilitas yeng tersedia sudah mengalami kerusakan membuat pedagang serta pengunjung untuk tidak mau menggunakan fasilitas tersebut dan memilih alternatif lainnya, seperti mushalla yang kurang dikunjungi oleh warga pasar dan lebih memilih untuk sholat di mesjid. Sedangkan fungsi revitalisasi ekonomi manajemen mengenai penataan pedagang yang tidak pernah selesai di Pasar Bandar Buat, salah satu faktor yang membuat pedagang selalu berpindah ialah disebabkan karena pendapatan yang berkurang setelah pedagang dipindahkan ke lantai II. Sehingga program reveitalisasi Pasar Bandar Buat, tidak sepenuhnya berjalan sempurna, masih banyak aspek-aspek yang harus dibenahi dan diperbaiki. Pasar Bandar Buat is one of the traditional market in Padang city. This market is also a market that gets government assistance through the revitalizing Program. Revitalization is an effort to increase the value of land/region through rebuilding in an area that can improve the function of the previous region. In this research, the problem raised is how the function of the revitalization program has been implemented by looking at the patterns and actions of traders, youth, parking lots and buyers in utilizing the facilities. The aim of the researcher describes three functions of the market revitalization aspect, such as social revitalization function, physical revitalization function and economic revitalization function of the Create City market. In this study, the theory used was the theory of structural functionalism by Robert K. Merton discussing the function in the community structure. In using functional analysis to not be assuming that any pattern of the raw action should have beneficial consequences of the system or should be functional, even many actions can have dysfunctional consequences. The research method is a qualitative method with the type of descriptive research. Determination of informant through purposive sampling techniques and for obtaining data using in-depth interviews as well as document collection and documentation. From the results of studies that have been found indicate the existence of functions and dysfunction of the revitalization program of Pasar Bandar Buat. The function of the social revitalization of the market is the creation of cooperation between fellow traders and the form of a similar group. Function of physical revitalization of the construction of the city market which has not been perfect and there are still many facilities available have been damaged to make traders and visitors do not want to use the facility and choose other alternatives, such as the Mushalla who is less visited by the market residents and prefer to pray in the mosque. While the function of economic revitalization of management regarding the arrangement of traders that never finished in the city market create, one of the factors that make the trader always moved is because of the reduced revenue after the trader is transferred to the second floor. So that the program the reveization of Pasar Bandar Buat, not fully running perfectly, there are many aspects that must be addressed and repaired. Keywords: Function, Dysfunction, Revitalization,
