Abstract

ABSTRACT Objective Waste collection that is not managed properly has an impact on environmental damage, such as water, air and soil pollution and health problems such as diarrhea, acute respiratory inspection, and others. The garbage bank is the government's effort to overcome the problem of waste using the 3R principle to limit waste generation. The determining factor for the successful implementation of a garbage bank is the support of local leaders in increasing community participation. The purpose of this study was to analyze the role of local leaders in managing waste through the Bank Sampah Unit Andalas Sepakat program, Andalas Village, Padang City. Method The design of this study is qualitative, the study was conducted in May to July 2020 at the Bank Sampah Unit Andalas Sepakat. The technique of collecting informants is done by purposive sampling. Primary and secondary data collection, data processing by way of reduction, presentation, drawing conclusions, data analysis is done by triangulation of sources and methods. Result The results of the study found that the implementation of the Bank Sampah Unit Andalas Sepakat there were several components that were not in accordance with Minister of Environment Regulation No. 13 of 2012. local leaders support the existence of a garbage bank in Andalas Village, but local leaders as leaders and as agents of empowerment have not performed an effective role, where local leaders are passive in eliciting strategies and ideas to improve the operational implementation of waste banks, waste management, and passive in inviting and educating the public to manage waste with the garbage bank. Conclusion The implementation of the Bank Sampah Unit Andalas Sepakat has not been in accordance with the guidelines of the garbage bank set by the government. Local leaders here have not played an effective role as leaders and agents of empowerment for the community, community leaders are still passive as facilitators, passive in giving ideas/strategies and strategies in efforts to run a waste bank in managing waste and increasing community participation.
