Abstract

This research aims to describe the implementation of CRPD in West Sumatra in 2015-2019. West Sumatra is a province with the highest prevalence of disability in Indonesia. In this study, researchers used the concept of international regime implementation from Grindle and Thomas which explained the implementation of the regime based on policy design, arena of conflict, and resources and requirements. Data collection, and analysis is done by qualitative methods and descriptive-analysis collection. Researchers found that the implementation of CRPD in West Sumatra can be seen through the existence of policies related to the fulfillment and protection of disabilities in West Sumatra through Regional Regulation number 2 of 2015, then involving actors involved in the implementation of CRPD in West Sumatra namely the DPRD and SKPD West Sumatra, West Sumatra Social Service and PERTUNI as interest groups engaged in disability. Furthermore, the Government of West Sumatra has also provided a budget, providing experts in development related to the fulfillment and protection of the rights of persons with disabilities in West Sumatra.
