Abstract

Saudi Vision 2030 is a policy that aims to carry out economic and social modernization in Saudi Arabia. However, the economic and social modernization had no impact on the political modernization of Saudi Arabia. This Research aims to explain the reasons for economic and social modernization that existed in the Saudi Vision 2030 policy issued in 2016 had no impact on political modernization in Saudi Arabia. This research uses a qualitative and explanatory approach to explain why this can happen. To answer reason questions, researcher uses the concept of Matthew Gray’s Late Rentierism Michael L.Ross’s Rentier Effects which is used to explain the factors that are hampering Saudi Arabia to modernize in the political sector. There are three factors that cause the delay in the late rentier state modernization, including tax factors, government expenditure factors, and group ban factors. The results of this research found that the reason economic and social modernization did not have an impact on political modernization in Saudi Arabia was because Saudi Arabia was a late rentier state, where despite economic and social modernization efforts in Saudi Vision 2030, the rentier effects in Saudi Arabia significantly remained unchanged (taxes are relatively low, subsidies for the community are still high, and there are still restrictions on groups).
