Abstract

ABSTRAK Penelitian ini membahas strategi yang digunakan oleh Independent Diplomat dalam mengadvokasi proses diplomasi yang dilakukan oleh Republik Kepulauan Marshall di Konferensi Perubahan Iklim 2015 di Paris, Perancis. Independent Diplomat merupakan NGO yang bergerak sebagai kelompok penasihat diplomatik yang mengadvokasi diplomasi Republik Kepulauan Marshall. Kepulauan Marshall menjadi negara yang menerima dampak yang paling besar dari perubahan iklim akibat dari naiknya permukaan air laut yang menyebabkan banjir besar yang diperkirakan akan menenggelamkan sebagian besar wilayah Kepulauan Marshall jika tidak ada tindakan yang diambil. Untuk menganalisis kasus ini, peneliti menggunakan konsep transnational advocacy network oleh Margaret E. Keck dan Kathryn Sikkink untuk mengetahui strategi yang digunakan oleh Independent Diplomat dalam proses advokasi diplomasi Kepulauan Marshall. Penelitian ini dilakukan dengan metode kualitatif dengan teknik pengumpulan data melalui studi literatur. Peneliti menemukan bahwa Independent Diplomat menggunakan opini publik melalui informasi yang diubah menjadi aksi-aksi simbolis berupa People’s Climate March dan Global’s Climate March untuk mendesak pemimpin negara-negara maju, terutama negara-negara Annex 1 agar dapat mengadopsi Kesepakatan Paris di United Nations Climate Change Conference tahun 2015 di Paris. Kata kunci: Advokasi, Independent Diplomat, Republik Kepulauan Marshall, Perubahan Iklim Transnational Advocacy Network.   ABSTRACT This research discusses the strategies used by Independent Diplomat in advocating the diplomacy of The Republic of The Marshall Islands at the 2015 United Nations Climate Change Conference in Paris, France. Independent Diplomat is an NGO working as a diplomatic advisory group who advocated The Republic of The Marshall Islands. Marshall Islands became one of the countries that received the impacts of climate change due to the rise of sea level that caused massive flooding which was expected to sink most of Marshall Islands if no action is taken. To analyze this case, researcher used transnational advocacy networks concept written by Margaret E. Keck and Kathryn Sikkink to find out the strategies used by Independent Diplomat in the process of advocating the Marshall Islands. This research uses qualitative research methods and collects the data through literature studies. This research shows that Independent Diplomat used public’s opinion through informations that was converted into symbolic actions in the form of People’s Climate March and Global’s Climate March to urge the governments of developed states, specifically Annex 1 Parties to adopt The Paris Agreement in 2015 United Nations Climate Change Conference in Paris, France.
