Abstract

Penelitian ini bertujuan untuk 1) Mendeskripsikan kultur teknis Kelapa Sawit yang dilakukan oleh petani rakyat di Nagari Silaut Kecamatan Silaut Kabupaten Pesisir Selatan. 2) Menganalisis kelayakan finansial Perkebunan Kelapa Sawit Rakyat di Nagari Silaut Kecamatan Silaut Kabupaten Pesisir Selatan. Penelitian ini menggunakan survei, data digunakan data primer dan data sekunder. Pengumpulan data dilakukan dengan wawancara dengan petani sampel sebanyak 34 petani dan informan kunci (Camat, Wali Nagari dan tokoh masyarakat) serta literatur yang berkaitan dengan penelitian. Hasil penelitian menunjukkan teknik budidaya yang dilakukan petani secara umum belum sesuai (47%) dengan Standar Operasional Prosedur (SOP) menurut Peraturan Menteri Pertanian Republik Indonesia. Dari penilaian kriteria investasi yang telah dilakukan pada usaha perkebunan Kelapa Sawit Rakyat diperoleh hasil B/C ratio sebesar 1,32 (˃1 atau layak), NPV sebesar Rp. 28.305.477,- (˃0 atau layak), IRR sebesar 14% (≥OCC atau layak). Dilakukan analisis sensitivitas pada kondisi kriteria investasi dengan empat kondisi yang dapat menimbulkan resiko terhadap kelayakan usaha. Pertama, jika terjadi kenaikan cost 3,13% akan memperoleh IRR sebesar 14% (Layak). Kedua, jika terjadi penurunan benefit sebesar 25% diperoleh IRR sebesar 10% (Tidak Layak). Ketiga, jika terjadi kenaikan cost 3,13% dan penurunan benefit sebesar 25% diperoleh IRR sebesar 10% (Tidak Layak). Keempat, jika IRR sama dengan tingkat suku bunga yaitu 10,5% diperoleh pada tingkat harga Rp. 757,-/Kg. Serta Analisa pengembalian investasi adalah 11 tahun 3 bulan 2 hari. Berdasarkan hasil penelitian, maka disarankan pada petani melakukan teknik budidaya Kelapa Sawit sesuai dengan anjuran SOP agar mendapatkan hasil yang lebih maksimal dan kepada Pemerintah diharapkan dapat memberikan perhatian kepada petani dengan mendatangkan penyuluh membentuk kelompok tani atau koperasi. Kata Kunci: analisis kelayakan, kelapa sawit, kriteria investasi This research aims to: 1) Describe the technical cultivation of Palm Oil carried out by smallholder farmers in Nagari Silaut, Silaut District, Pesisir Selatan Regency and 2) Analyze the financial feasibility of Smallholder Palm Oil Plantations in Nagari Silaut. Primary data were collected from interviews with 34 farmers and key informants (Camat, Wali Nagari and community leaders) and supplemented with secondary data from the literature. The results showed that cultivation techniques by farmers in general were not in line (47%) with the Standard Operating Procedure (SOP) according to the Regulation of the Minister of Agriculture of the Republic of Indonesia. From the assessment of investment criteria that have been carried out in the People's Palm Oil plantation business, a B/C ratio of 1.32 (˃1 or feasible) was obtained, an NPV of Rp. 28.305.477, - (˃0 or feasible), IRR of 14% (≥OCC or feasible). A sensitivity analysis was carried out on the conditions of investment criteria with four conditions that could pose a risk to business feasibility. First, if an increase in cost of 3.13% will get an IRR of 14% (feasible). Second, if there is a 25% reduction in benefits obtained by an IRR of 10% (Not feasible). Third, if there is an increase in cost of 3.13% and a 25% decrease in benefits obtained by an IRR of 10% (Not feasible). Fourth, if the IRR equals the interest rate of 10.5%, it will be obtained at the price level of Rp. 757, - /kg. And the payback period analysis was 11 years, 3 month, 2 days. Based on the results of the study, it is recommended that farmers carry out palm oil cultivation techniques in accordance with the recommendations of the SOP in order to get maximum results and the Government is expected to give attention to farmers by bringing agriculture instructor and to form farmers group or cooperative.
