Abstract

Cakupan imunisasi measles rubella di Puskesmas Padang Kandis Kabupaten Lima Puluh Kota tahun 2018 tergolong rendah yaitu 10,75 %, dapat menyebabkan peningkatan risiko CRS (Congenital Rubella Syndrome). Penelitian ini bertujuan menganalisis sistem manajemen program imunisasi measles rubella di wilayah kerja Puskesmas Padang Kandis Kabupaten Lima Puluh Kota tahun 2019. Penelitian ini merupakan penelitian kualitatif dengan pendekatan sistem. Informan berjumlah 9 orang. Terdiri dari 2 orang dari Dinas Kesehatan, 4 orang dari Puskesmas, dan 3 orang orang tua dari sasaran imunisasi measles rubella. Pengumpulan informasi menggunakan teknik wawancara mendalam, observasi, dan telaah dokumen dan dianalisis menggunakan triangulasi sumber dan metode. Hal ini bertujuan untuk mengetahui indikator input, processs, dan output. Hasil penelitian jumlah tenaga paramedis sudah sesuai standar, memiliki STR (Surat Tanda Registrasi), dan sudah mengikuti pelatihan. Dana mencukupi. SOP mengacu pada Buku Petunjuk Teknis Kampanye Imunisasi Measles Rubella, Perencanaan terdiri dari kerjasama lintas program dan lintas sektor. Pengorganisasian sudah berjalan dengan baik, Pelaksanaan masih belum optimal, perlu adanya peningkatan sosialisasi. Pengawasan oleh Dinas Kesehatan belum continue. Cakupan belum mencapai target yang ditetapkan. Rendahnya cakupan dipengaruhi oleh tenaga, perencanaan, pelaksanaan, dan pengawasan. Dinas Kesehatan dan Kepala Puskesmas diharapkan melakukan kerjasama lintas program dan lintas sektor yang terkoordinasi serta melakukan advokasi terhadap pemerintah. Bidan desa dapat lebih aktif melakukan pendekatan dan sosialisasi untuk meningkatkan kepercayaan masyarakat. Kata Kunci : sistem manajemen, program imunisasi, measles rubella Measles rubella immunization coverage at Padang Kandis Health Center of Lima Puluh Kota District in 2018 has low which is 10,75%, which can affect increase the vulnerability of eligible woman, also can increase CRS (Congenital Rubella Syndrome) risk. The research purpose to analyze the management system of Measles rubella immunization program at Padang Kandis Health Center of Lima Puluh Kota Regency in 2019. This study uses qualitative research method with system approach. The informants were 9 people consisting of 2 people from Health Office and 4 people from Health Center, and 3 people from the target’s parents. Information gathering uses in-depth interview techniques, observation and document review and analyzed using triangulation of sources and methods. It aims to know the indicators of input, process and output. The result of the study related to the availability and requirements of paramedics was in accordance with standard. The fund was sufficient. SOP are referring to Technical Instructions of Measles Rubella Immunization Campaign Book. Planning consists of cross programs and cross sectors cooperations and also socialization. Organizing is going well. Implementation is still not optimal, need to improve the socialization. Supervision made by Health Office has not continued. The coverage has not reached the set target. The low coverage is influenced by personnel, planning, implementation, and supervision. Health Office and Head of HC is expected to maintain cooperate of cross-program and cross-sectoral and also advocate the district government. Village midwife can be more active to approach and socialize to increase public trust. Keywords : management system, immunization program, measles rubella
