Abstract

PENGARUH DIGITAL LEADERSHIP DAN TECHNOSTRESS TERHADAP TECHNOLOGY ADOPTION DENGAN DIGITAL ORGANIZATIONAL CULTURE SEBAGAI VARIABEL MEDIASI STUDI PADA PEGAWAI SEKRETARIAT DAERAH KOTA PARIAMAN Tesis Oleh Fajriani Pembimbing 1: Prof. Dr. Harif Amali Rivai, SE, M.Si Pembimbing 2: Prof. Dr. Vera Pujani, SE, MM Tech ABSTRAK Penelitian ini bertujuan untuk menganalisis pengaruh digital leadership dan technostress terhadap technology adoption pada Pegawai Sekretariat Daerah Kota Pariaman dengan digital organizational culture sebagai variabel mediasi. Penelitian ini menggunakan pendekatan kuantitatif dengan melalui survei terhadap 105 Pegawai yang terdiri dari 75 orang PNS dan 30 orang PPPK. Data dikumpulkan melalui penyebaran kuesioner kepada pegawai Sekretariat Daerah Kota Pariaman yang terlibat dalam penggunaan sistem dan aplikasi digital pemerintahan. Teknik pengambilan sampel menggunakan metode purposive sampling. Analisis data dilakukan menggunakan Structural Equation Modelling–Partial Least Square (SEM-PLS). Hasil penelitian menunjukkan bahwa digital leadership berpengaruh secara langsung terhadap technology adoption, technostress tidak berpengaruh signifikam terhadap technology adoption. Selanjutnya, digital leadership berpengaruh positif terhadap digital organizational culture, sementara technostress berpengaruh negatif terhadap digital organizational culture. Digital organizational culture terbukti berpengaruh positif terhadap technology adoption. Selain itu, hasil penelitian mengonfirmasi bahwa digital organizational culture tidak mampu memediasi pengaruh digital leadership terhadap technology adoption, serta tidak mampu memediasi pengaruh technostress terhadap technology adoption. Implikasi penelitian ini menunjukkan bahwa keberhasilan adopsi teknologi di lingkungan birokrasi tidak hanya ditentukan oleh ketersediaan sistem digital, tetapi juga oleh peran kepemimpinan digital dalam membangun budaya organisasi yang adaptif dan kolaboratif, serta kemampuan organisasi dalam mengelola technostress pegawai. Temuan ini dapat menjadi dasar bagi Pemerintah Kota Pariaman dalam merancang kebijakan dan program pengembangan sumber daya manusia yang berfokus pada penguatan kepemimpinan digital, pengelolaan stres teknologi, serta pengembangan budaya organisasi digital guna mendukung keberhasilan transformasi digital pemerintahan daerah. The research adopts a quantitative approach, surveying 105 employees consisting of 75 civil servants (PNS) and 30 government contract employees (PPPK). Data were collected through the distribution of questionnaires to employees involved in the use of digital government systems and applications. The sampling method used was purposive sampling. Data analysis was conducted using Structural Equation Modeling-Partial Least Squares (SEM-PLS). The results of the study indicate that digital leadership has a direct effect on technology adoption, while technostress does not have a significant effect on technology adoption. Furthermore, digital leadership positively influences digital organizational culture, whereas technostress negatively affects digital organizational culture. Digital organizational culture was found to positively influence technology adoption. Additionally, the study confirms that digital organizational culture does not mediate the influence of digital leadership on technology adoption, nor does it mediate the effect of technostress on technology adoption. The implications of this study suggest that the success of technology adoption in the bureaucratic environment is not only determined by the availability of digital systems but also by the role of digital leadership in creating an adaptive and collaborative organizational culture, as well as the organization’s capacity to manage employee technostress. These findings provide a basis for the Pariaman City Government to design policies and human resource development programs that focus on strengthening digital leadership, managing technostress, and fostering a digital organizational culture to support the success of digital government transformation.
