Abstract
ABSTRAK Penelitian berjudul “Kualitas Pelayanan Publik pada Dinas Pendidikan dan Kebudayaan Kabupaten Tanah Datar” dilatarbelakangi oleh hasil Survei Kepuasan Masyarakat (SKM) yang menunjukkan capaian tinggi namun mengalami penurunan dibandingkan tahun sebelumnya. Kondisi tersebut mengindikasikan masih adanya kesenjangan antara kualitas layanan yang diharapkan dengan yang diterima oleh pengguna layanan di lapangan, sehingga diperlukan upaya perbaikan perbaikan dan pengembangan guna meningkatkan kualitas pelayanan. Tujuan dari penelitian ini adalah untuk mengetahui serta menganalisis Kualitas Pelayanan Publik pada Dinas Pendidikan dan Kebudayaan Kabupaten Tanah Datar. Penelitian ini berlandaskan pada teori Kualitas Pelayanan Agus Dwiyanto dengan tiga dimensi utaman, yaitu efisien, responsif, dan non-partisan. Pendekatan yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Pemilihan informan dilakukan menggunakan purposive sampling, sedangkan keabsahan data diperoleh melalui penerapan teknik triangulasi sumber. Temuan menunjukkan bahwa kualitas pelayanan publik pada Dinas Pendidikan dan Kebudayaan Kabupaten Tanah Datar secara keseluruhan masih memerlukan peningkatan yang signifikan. Peningkatan pelayanan mencakup konsistensi waktu pelayanan, optimalisasi sarana prasarana, pemerataan standar kompetensi pegawai terutama dalam penguasaan teknologi, serta penguatan standar komunikasi publik agar pelayanan benar-benar memenuhi prinsip efektifitas, kesetaraan, dan kepuasan masyarakat sesuai standar pelayanan publik yang ideal berdasarkan teori Agus Dwiyanto efesien, responsif, dan non-partisan. Kata kunci : Kualitas Pelayanan Publik, Efisien, Responsif, Non-Partisan, Dinas Pendidikan dan Kebudayaan. ABSTRACT This study entitled “The Quality of Public Services at the Department of Education and Culture of Tanah Datar Regency” was motivated by the results of the Public Satisfaction Survey (SKM), which showed high scores and had decreased in the previous year. This condition reflects the existence of a gap between the expected quality of services and the actual services received by users in the field, thus requiring continuous improvement and develompent efforts to enhance service quality. This study aims to determine and analyze the Quality of Public Services at the Department of Education and Culture of Tanah Datar Regency. This research is based on Agus Dwiyanto’s theory of public service quality, which consists of three main dimensions : effeciency, responsiveness, and non-partisanship. The study employs a qualitative descriptive approach, with data collected through observation, interviews, and documentation. Informants were selected using purposive sampling, while data validity was ensured through the application of the source triangulation technique. The findings reveal that, overall, the quality of public services at the Department of Education and Culture of Tanah Datar Regency as a whole still requires significant improvement. Service improvement include consistency of service times, optimization of infrastructure, equalization of in technology mastery, and strengthening of public communication standarts so that services truly meet the principles of effectiveness, equality, and public satisfaction according to the ideal public service standards based on Agus Dwiyanto’s theory of effeciency, responsiveness, and non-partisanship.
