Abstract

ABSTRAK NURUL AULIA, 1510812025. Jurusan Sosiologi Fakultas Ilmu Sosial dan Ilmu Politik Universitas Andalas Padang. Judul Skripsi : Mekanisme Kontrol Pihak Terkait terhadap Perilaku Menyimpang Remaja dalam Memanfaatkan Ruang Terbuka Hijau Imam Bonjol Padang. Pembimbing I Dra. Dwiyanti Hanandini, M.Si, Pembimbing II Drs. Ardi Abbas, MT. Jumlah 153 halaman. Ruang Terbuka Hijau Imam Bonjol Padang terletak di depan Kantor Balai Kota Padang dan bersebelahan dengan Polresta Padang, namun terdapat perilaku menyimpang remaja, diduga ada beberapa bentuk perilaku menyimpang. Tujuan penelitian ini adalah mendeskripsikan Mekanisme Kontrol Pihak Terkait terhadap Perilaku Menyimpang Remaja dalam Memanfaatkan RTH Imam Bonjol Padang. Tujuan khususnya 1) Mendeskripsikan bentuk perilaku menyimpang remaja di RTH Imam Bonjol Padang, 2) Mendeskripsikan kontrol pihak terkait untuk mencegah perilaku menyimpang remaja di RTH Imam Bonjol Padang. Penelitian ini menggunakan teori kontrol sosial yang dikemukakan oleh Travis Hirschi. Metode penelitian ini yaitu metode penelitian kualitatif dan pemilihan informan menggunakan purposive sampling. Teknik pengumpulan data dilakukan dengan observasi dan wawancara mendalam. Hasil penelitian ini adalah : Pertama, bentuk perilaku menyimpang remaja di RTH Imam Bonjol adalah 1) menghisap lem yang dilakukan pada waktu malam hari saat keadaan RTH sedang sepi pengunjung, 2) berpacaran dilakukan remaja ditempat yang tidak terlihat banyak orang seperti dibawah pohon beringin. Kedua, kontrol pihak terkait mencegah perilaku menyimpang 1) Memberikan teguran dan nasehat oleh pedagang berupa memanggil remaja tersebut untuk berhenti, 2) Peringatan keras yang berujung kekerasan fisik yang dilakukan oleh Kodim, 3) Adanya peraturan tertulis berupa PERDA NO. 1 Tahun 2012 tentang Ketertiban Umum dan Ketentraman Masyarakat, 4) Menangkap pelaku yang dilakukan Kodim dan bekerja sama dengan Satpol PP, 5) Memberikan hukuman oleh Satpol PP setelah membawa pelaku ke kantor, 6) Surat Perjanjian untuk tidak mengulangi perbuatannya kembali, dan 7) Dikirim Ke Dinas terkait untuk direhabilitasi bagi remaja penghisap lem. Thesis Title: Control Mechanisms of Related Parties to Deviant Behavior of Adolescents in Utilizing Imam Bonjol Padang's Green Open Space. Supervisor I Dra. Dwiyanti Hanandini, M.Sc, Supervisor II Drs. Ardi Abbas, MT. Total 153 pages. Imam Bonjol Padang's Green Open Space is located in front of the Padang City Hall Office and next to the Padang Police, but there are deviant behaviors of adolescents, presumably there are some forms of deviant behavior. The purpose of this study is to describe the Control Mechanisms of Related Parties to Deviant Behavior of Adolescents in Utilizing RTH Imam Bonjol Padang. Specific objectives 1) Describe the form of deviant behavior of adolescents in RTH Imam Bonjol Padang, 2) Describe the control of related parties to prevent the deviant behavior of adolescents in RTH Imam Bonjol Padang. This research uses social control theory proposed by Travis Hirschi. This research method is a qualitative research method and the selection of informants using purposive sampling. Data collection techniques are done by observation and in-depth interviews. The results of this study are: First, the form of deviant behavior of adolescents in RTH Imam Bonjol is 1) sucking glue that is done at night when the RTH conditions are empty of visitors, 2) dating is done by adolescents in a place where many people do not look like under a banyan tree. Second, related party control prevents deviant behavior 1) Provides reprimands and advice by traders in calling the teenager to stop, 2) Strong warnings that result in physical violence committed by Kodim, 3) There are written regulations in the form of PERDA NO. 1 of 2012 concerning Public Order and Peace of Society, 4) Arresting perpetrators committed by the Kodim and working together with Satpol PP, 5) Providing penalties by Satpol PP after bringing the offender to the office, 6) Letter of Agreement for not repeating his actions again, and 7) Sent to related agencies to be rehabilitated for glue-sucking teens.
