Abstract

STUDI EKSPLORATIF FAKTOR PENYEBAB INTERNAL MOBILITY PEGAWAI DIREKTORAT JENDERAL BEA DAN CUKAI MELALUI PROGRAM INTERNAL JOB VACANCY KEMENTERIAN KEUANGAN Yayan Yuliandi Yunahar1, Prof. Dr. Rahmi Fahmy, SE.,MBA.2, Dr. Laura Syahrul, SE.,MBA.3 Program Studi Magister Manajemen Fakultas Ekonomi dan Bisnis Universitas Andalas ABSTRAK Penelitian ini bertujuan untuk mengeksplorasi faktor penyebab internal mobility pegawai Direktorat Jenderal Bea dan Cukai (DJBC) melalui program Internal Job Vacancy (IJV) Kementerian Keuangan. Fenomena ini menjadi penting karena ketidakseimbangan antara jumlah pegawai yang keluar dan yang masuk melalui IJV berpotensi menimbulkan kekurangan sumber daya manusia di DJBC. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus eksploratif. Data dikumpulkan melalui wawancara tidak terstruktur terhadap 16 informan, dan dianalisis menggunakan teknik open, axial, dan selective coding dengan bantuan NVivo 12. Hasil penelitian mengidentifikasi tiga faktor utama penyebab internal mobility, yaitu: (1) pengembangan karier, (2) kepuasan kerja, dan (3) keseimbangan kehidupan kerja (work-life balance). Selain itu, nilai spiritual juga ditemukan sebagai faktor baru yang memengaruhi keputusan pegawai. Temuan ini memberikan kontribusi teoritis pada kajian manajemen sumber daya manusia sektor publik serta memberikan rekomendasi praktis untuk kebijakan retensi pegawai DJBC. Kata Kunci: internal mobility, internal job vacancy, karier, kepuasan kerja, work-life balance, nilai spiritual EXPLORATIVE STUDY OF FACTORS CAUSING INTERNAL EMPLOYEE MOBILITY IN THE DIRECTORATE GENERAL OF CUSTOMS AND EXCISE THROUGH THE INTERNAL JOB VACANCY PROGRAM OF THE MINISTRY OF FINANCE Yayan Yuliandi Yunahar1, Prof. Dr. Rahmi Fahmy, SE.,MBA.2, Dr. Laura Syahrul, SE.,MBA.3 Program Studi Magister Manajemen Fakultas Ekonomi dan Bisnis Universitas Andalas ABSTRACT This study explores the factors driving internal mobility among employees of the Directorate General of Customs and Excise (DJBC) through the Internal Job Vacancy (IJV) program of the Ministry of Finance. The issue is critical due to an imbalance between outgoing and incoming employees, which may lead to staffing shortages. Using a qualitative exploratory case study approach, data were collected through unstructured interviews with 16 informants and analyzed using open, axial, and selective coding with NVivo 12. The study identifies three main factors influencing internal mobility: (1) career development, (2) job satisfaction, and (3) work-life balance. Additionally, spiritual values emerged as a new influencing factor. These findings contribute to public sector HRM theory and offer practical recommendations for improving employee retention strategies within DJBC.
