Abstract

ABSTRACT Tiya Christ! Wahyuni, 0910843045, Community Empowerment Partnership Program Conducted by Corporate Social Responsibility PT.Semen Padang in District Lubuk Kilangan, Public Administration Sciences Department, Faculty of Social and Political Sciences, University of Andalas, Padang. 2013. Supervised by Ron! Ekha Putera, S. IP, M.PA and Malse Yulivestra, S.Sos, M.AP. This thesis consist of 176 pages with references to 15 theory books, 3 method books, 3 legislations, 4 theses, 2 journals and 8 internet website. The purpose of this study is to describe and analyze the community empowerment through community development models in the partnership program conducted by GSR PT. Semen Padang in District Lubuk Kilangan and to know the supporting factors and obstacles in the implementation of community empowerment. The theory used is the model of empowerment of small and medium-sized community-based development (CBD) of Darwin. In this study, researchers used a qualitative approach with descriptive type. Data was collected through interviews and documentation. While the validity of test techniques that researchers used data triangulation of data sources. Selection of informants by purposive sampling technique. The results diowed that the empowerment of communities in the partnership program conducted by CSR PT. Semen Padang in District Lubuk Kilangan not been successful. It can be seen from the application of the CBD as a way to empower the community has not gone completely. In addition, the researchers also foimd that a contributing factor in the empowerment of people in the District Lubuk Kilangan on CSR partnemhip program PT. Semen Padang is disbursed loan funds, the provision of training. While inhibiting factor is the lack of community participation, lack of readiness field personnel, die lack of coaching. The conclusion of this research is the empowerment of communities in the partnership program conducted by CSR PT. Semen Padang in District Lubuk Kilangan not maximized. As for the suggestion of researchers is preferably PT. Semen Padang increase the amount of loans disbmsed to trained partners, provide guidance to partners built after receiving funding, coordinating with local government agencies in the District Lubuk Kilangan, providing training to all partners that target both partners who first got the loan advanced or established partners, involving trained partners and encour^e partners assisted in determining the activities in the framework of empowerment, as well as officers of PT. Semen Padang must have a readiness at all times to carry out the feasibility study. Keywords: Community Empowerment, CSR, Partnership Program.
