Abstract

ABSTRAK Yudha Putra Chaniago. 1210832014. Jurusan Ilmu Politik, Fakultas Ilmu Sosial Dan Ilmu Politik, Universitas Andalas, Judul Skripsi; “Resolusi Konflik Krematorium Di Kecamatan Padang Selatan” Di Kecamatan Padang Selatan Pada Tahun 2017. Pembimbing Drs. Tamrin, M.si Resolusi Konflik ini berangkat dari adanya aksi demo yang dilakukan oleh masyarakat pasar borong dalam ketidak sukaanya terhadap hadirnya pengkremasian mayat di daerah mereka. Konflik ini semakin kritis dan akan meluap dikarnakan adanya rencana aksi susulan yang lebih terang-terangan dengan cara melakukan pembongkaran sendiri oleh pihak masyakakat Muhammadan terhadap alat-alat kremasi yang ada terdapat didalam gedung rumah duka HBT. Maka dari itu peneliti bertujuan untuk mengetahui bentuk Resolusi Konflik yang dilakukan oleh Pemerintah Kota Padang beserta Camat Padang Selatan dalam menyelesaikan konflik tersebut. Dalam penelitian ini, peneliti menggunakan metode penilitian kualitatif, dengan menggunakan jenis penelitian study kasus dan berbentuk deskriptif. Untuk pemilihan informanya, peneliti menggunakan teknik purposif sampling. Kemudian data dianalisis menggunakan konsep dan teori resolusi konflik menurut Burton dan Dahrendorf. Hasil penelitian adalah sebagai berikut: Pertama, Kurangnya komunikasi antara etnis TiongHoa dengan masayarakat Pasar Borong dalam pendirian alat Kremasi tersebut. Kedua tempat pendirian alat krematorium tersebut terlalu dekat dengan Masjid. Ketiga, tidak lengkapnya perizinan dari instansi bersangktan yang dimiliki pihak HBT. Adapun resolusinya yaitu pengembalian nilai-nilai budaya didalam proses mediasi konflik tersebut yang di lakukan oleh Pemerintah Kota Padang beserta Camat Padang Selatan. Pengembalian nilai-nilai tersebut yaitu melalui ikatan budaya yang sudah ada pada masyarakat Pasar borong tersebut. Ikatan tersebut yaitu CIKAMA, dimana kata tersebut singkatan dari kata China, Kaling dan Melayu. Dengan mengembalikan nilai-nilai yang sudah ada pada CIKAMA tersebut konflik krematorium yang terjadi di kecamatan padang selatan dapat di selasaikan. Supervisor Drs. Tamrin, M.si This Conflict Resolution departed from the demonstration carried out by the market community in the absence of joy in the presence of cremation bodies in their area. This conflict is increasingly critical and will overflow because there is a further overt plan of action by carrying out self-dismantling by the Muhammadan community against the cremation devices that are found in the HBT funeral building. Therefore the researcher aims to find out the form of Conflict Resolution conducted by the Padang City Government along with the South Padang Sub-District Chief in resolving the conflict. In this study, researchers used a qualitative research method, using a type of case study research and descriptive. For the selection of information, researchers used purposive sampling techniques. Then the data were analyzed using concepts and theories of conflict resolution according to Burton and Dahrendorf. The results of the study are as follows: First, Lack of communication between ethnic Chinese and the Borong Market community in the establishment of the Cremation tool. The two founding places of the crematorium are too close to the mosque. Third, incomplete licensing from the related institutions owned by the HBT party. The resolution is the return of cultural values in the process of mediating the conflict that was carried out by the City Government of Padang along with the Head of South Padang District. The return of these values is through cultural ties that already exist in the Pasar Borong community. The bond is CIKAMA, where the word stands for Chinese, Kaling and Melayu. By returning the values that already exist in CIKAMA, crematorium conflicts that occur in the South Padang sub-district can be fulfilled. Keywords: Conflict, Conflict Resolution, Cultural Values
