Abstract

Indonesia dan Jepang telah menandatangani perjanjian kerjasama Indonesia Japan Economic Partnership agreement (IJEPA) pada tahun 2007. IJEPA kemudian mulai diberlakukan sejak tahun 2008. Salah satu poin dalam IJEPA adalah pengiriman tenaga kerja Indonesia bidang keperawatan ke Jepang. Indonesia mengalami kondisi kelebihan tenaga perawat dan kurangnya lapangan pekerjaan untuk para lulusan perawat sedangkan Jepang kekurangan tenaga kerja perawat menjadikan pengiriman perawat menjadi salah satu poin perjanjian bilateral ini. Kerjasama ini bertujuan untuk memenuhi kepentingan nasional kedua negara. Dalam kerjasama tersebut program khusus dalam mengiriman perawat yaitu program G to G dimana terdapat pelatihan untuk perawat yang akan di kirimkan ke Jepang yang mendukung kelancaran kerjasama kedua negara. Memakai konsep bilateral agreement kemudian dilihat bagaimana implementasi IJEPA untuk tenaga kerja perawat di Indonesia setelah mereka menjalani program G to G. Kata kunci : IJEPA, bilateral agreement, program G to G, kepentingan nasional, perawat. ABSTRACT Indonesia and Japan signed a partnership agreement of Indonesia-Japan Economic Partnershi Agreement (IJEPA )in 2007 . Then IJEPA was entered into force in 2008. One of the point in the JEPA is sending of Indonesian nurse worker to Japan. donesia is experiencing an excess condition of nurses and a lack of jobs for nursing graduates while Japan lacks a nurse worker making sending nurses one of the points of this bilateral agreement. This collaboration aims to meet the national interests of both countries. In this collaboration there a special program in sending nurses called the G to G program where there is training for nurses who will be sent to Japan to support the smooth cooperation of the two countries. Using the bilateral agreement concept then looked at how the IJEPA implementation for nursing workers in Indonesia after they underwent the G to G program.
