Abstract

Dalam rangka menekan laju kerusakan hutan, pencegahan konflik hutan dan pemberdayaan masyarakat disekitar hutan, Pemerintah Sumatera Barat membentuk kelompok kerja percepatan Perhutanan Sosial untuk melaksanakan Program Perhutanan Sosial, salah satu skema programnya adalah Hutan Nagari. dimana Hutan Nagari Simancuang menjadi salah satu pilot project pada program ini. Adapun yang terlibat dalam pengembangan Hutan Nagari Simancuang adalah Dinas Kehutanan Provinsi Sumatera Barat, Dinas Pertanian Kabupaten Solok Selatan, LSM KKI Warsi, dan Lembaga Pengelola Hutan Nagari Simancuang. Dari keterlibatan berbagai pihak dalam pengembangan hutan nagari di Jorong Simancuang, membuat LPHN Simancuang mendapatkan penghargaan Wana Lestari 2016 dan Tokoh Hutan Sosial 2018 dari Kementrian Lingkungan Hidup dan Kehutanan karena keberhasilan dalam pengelolaan hutan secara lestari dan peningkatan kesejahteraan masyarakat di Jorong Simancuang. Peneliti tertarik untuk mengkaji bagaimana kolaborasi dalam pengembangan Program Perhutanan Sosial pada Hutan Nagari di Jorong Simancuang, Nagari Alam Pauh Duo, Kecamatan Pauh Duo, Kabupaten Solok Selatan, Provinsi Sumatera Barat. Dalam penelitian ini, peneliti menggunakan metode penelitian kualitatif deskriptif. Teori yang peneliti gunakan adalah teori Collaborative Procces Chris Ansell dan Alison Gash. Data yang peneliti gunakan adalah data Primer dan data sekunder yang dikumpulkan dengan metode wawancara dan dokumentasi. Teknik pemilihan informan menggunakan teknik purposive sampling. Analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Validitas data menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa dalam kolaborasi dalam pengembangan Program Perhutanan Sosial pada Hutan Nagari di Provinsi Sumatera Barat khususnya di Simancuang masih ditemui banyak kekurangan, diantaranya ketidakpercyaan diantara pengurus LPHN Simancuang, minimnya dukungan dari segi partispasi masyarakat terhadap kegiatan, rendahnya kualitas SDM pengurus LPHN Simancuang yang belum bisa menyusun pelaporan kegiatan, dan masih minimnya dukungan dari sektor diluar kehutanan untuk mendukung kegiatan pengembangan Hutan Nagari di Jorong Simancuang. Supervised by : Kusdarini S.IP, M.PA and Ilham Aldelano Azre S.IP, M.A. This thesis consists of 143 pages with references to 8 theory book, 4 book methods, 2 theses, 5 journals, 3 Statuory Law, 5 Documents, and Minister of Environment and Forestry Regulation. In order to suppress the rate of forest damage, prevention of forest conflicts and empowering communities around the forest, the government of West Sumatra formed a working group of social forestry acceleration to implement the social forestry Program, one of The program form is Hutan Nagari . Where the Hutan Nagari Simancuang is one of the pilot project in this program. As for the development of Nagari Simancuang Forest is the forestry service of West Sumatera Province, the Agriculture Office of South Solok District, NGO KKI Warsi, and Hutan Nagari Simancuang management board. From the involvement of various parties in the development of Hutan Nagari at Jorong Simancuang, make LPHN Simancuang awarded Wana Lestari 2016 and Social Forest Figures 2018 from the Ministry of Environment and Forestry because of success in Sustainable forest management and the improvement of public welfare at Jorong Simancuang. Researchers are interested in reviewing how Collaboration on the Development of Social Forestry Program in Nagari Forest at Jorong Simancuang, Nagari Alam Pauh Duo, Pauh Duo Sub-district, South Solok Regency, West Sumatera Province. In this study, researchers used methods of qualitative descriptive research. The theory that researchers use is the theory of Collaborative Procces Chris Ansell and Alison Gash. Data that researchers use is primary data and secondary data collected by interview methods and documentation. The informant selection technique uses the purposive sampling technique. The data analysis used is data collection, data reduction, data presentation, and withdrawal of conclusions. Validity data using source triangulation. The results showed that in collaboration in the development of social forestry programs in Nagari Forest in West Sumatera Province, especially in Jorong Simancuang is still found many shortcomings, inadequation between the management of LPHN Simancuang, lack of support in terms of Community participation in activities, low quality of the Human Resource management LPHN Simacuang who have not been able to develop activities reporting, and still lack of support from the sector outside the forestry to support the development activities on Nagari Simancuang forest Keywords: Collaboration, Nagari Forest, Simancuang
