Abstract
ABSTRACT Farah Reina Gumbira, 1210843013, Effectiveness of Non-Cash Food Aid Program in Koto Tangah District Padang City, Public Administration, Faculty of Social and Political Science, Andalas University, Padang, 2019. Supervised by Dr. Roni Ekha Putera, M.PA and Rozidateno Putri Hanida, S.IP, M.PA. This Thesis consists of 167 pages with references to 8 theory books, 4 method books, 5 theses, 1 presidential decree, 2 regulations of social minister, 1 generl guideliness, 4 journals and 5 documents. This study aims to examine the effectiveness of Non-Cash Food Aid Program (aspects of Program Understanding, Right Target, Right Time, Achieved Objectives, and Real Changes) in Koto Tangah District, Padang City. The method used in this study is descriptive qualitative, data collection techniques were carried out by interviews and documentation. To restore the validity of the data obtained in the field, was carried out by source triangulation technique. The researcher used the triangulation selection technique with the Purposive Sampling technique. Based on the results of the study, it can be concluded that the effectiveness of Non-Cash Food Aid Program in Koto Tangah District, Padang City based on the Program Effectiveness Variable proposed by Edy Sutrisno has not been proven well with a low directional program. real change in the form of independence from the target group after receiving program assistance. But on the other hand the BPNT program is quite effective on the target accuracy variable. The constraints that occur in the BPNT program are the lack of implementers because the District Food Social Service Coordination Team has not yet formed and the City Food Coordination Team that has been created has not run optimally. The lack of optimal socialization and coordination between implementers has not been optimized for information dissemination and education for the target groups, there is no monitoring team and complaints team involved in the implementation of the BPNT Program in Koto Tangah District, Padang City.
