Abstract
Technology development provides great convenience and benefits both in data processing and information presentation for agencies and companies. Every company strives to increase productivity, performance, fast service, and create various innovations to exist in its business. One of the parties that affect the company's performance is the supplier who acts as a supplier of goods and services. Improper selection of suppliers can disrupt the company's operational activities. YARSI SUMBAR is an institution that houses the Ibnu Sina Islamic Hospital (RSI) in West Sumatra. RSI Ibnu Sina West Sumatra has six branches in West Sumatra, namely in Bukittinggi, Padang Panjang, Padang, Payakumbuh, Simpang Empat, and Panti. The procurement of drugs at RSI Ibnu Sina West Sumatra is currently carried out in collaboration with 19 suppliers. RSI Ibnu Sina West Sumatra has problems related to drug suppliers, namely frequent delays in drug delivery, drug delivery errors, and drug prices from different suppliers. This study aims to formulate criteria for the selection of drug suppliers, weigh the criteria, and propose mechanisms for the selection of drug suppliers. The criteria and sub-criteria are determined by literature study and expert assessment. The results of the expert assessment are processed using the Fuzzy-Delphi method and the Analytical Hierarchy Process (AHP) method. The Fuzzy-Delphi method is used to decide on criteria and sub-criteria based on expert opinions. The AHP method determines the weight and order of priority criteria and sub-criteria for selecting RSI Ibnu Sina West Sumatra suppliers. The criteria obtained based on literature studies are as many as five criteria, and then all five are approved by experts. While the sub-criteria obtained based on literature studies are as many as 18 sub-criteria, of which ten are approved by experts to be used. Based on the assessment and weighting of criteria, the order of criteria with the highest weight is obtained: the price criterion of 0.350, quality criterion of 0.249, delivery criterion of 0.191, service criterion of 0.136, and supplier relationship criterion of 0.073. The sub-criteria with the highest to lowest weights are expiration, product price, order fulfillment, discount, quick response, lead time, return, company track record, payment grace time, and company profile. This study has also formulated the proposed drug supplier selection mechanism at RSI Ibnu Sina West Sumatra. There are six stages in the mechanism, namely: preparation of a list of prospective suppliers, supplier assessment, calculation of supplier’s weight, determination of supplier ranking, determination of selected suppliers based on the results of the ranking, and supplier performance evaluation.
