Abstract

Faktor-Faktor yang Mempengaruhi Behavioral Intention Masyarakat untuk menggunakan Layanan e-Government. Study Kasus : SI RANCAK (Disdukcapil Kota Padang) Tesis Oleh Mila Yunita Sari Pembimbing 1 : Dr. Vera Pujani, SE, MM.Tech Pembimbing 2 : Dr. Yulihasri, SE, MBA ABSTRAK Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi behavioral intention masyarakat Kota Padang untuk menggunakan layanan e-government yang dikenal dengan SI RANCAK. Penelitian difokuskan kepada beberapa aspek, seperti : performance expectancy, effort expectancy, social influence, perceived risk, facilitating conditions, computer self-efficacy, trust, attitude, dan behavioral intention. Penelitian ini menggunakan pendekatan kuantitatif dengan menggunakan survey. Pengumpulan data pada 150 responden yang memiliki KK Kota Padang dan bukan pengguna SI RANCAK dengan metode purposive sampling. Data kemudian dianalisis menggunakan Structural Equation Modelling – Partial Least Square (SEM-PLS). Hasil penelitian menunjukkan bahwa performance expectancy, computer self-efficacy, dan trust berpengaruh positif dan signifikan terhadap attitude. Facilitating conditions juga terbukti berpengaruh positif dan signifikan terhadap effort expectancy. Attitude dan trust juga terbukti berpengaruh positif dan signifikan terhadap behavioral intention. Sementara itu, penelitian ini menemukan bahwa effort expectancy, social influence, perceived risk tidak berpengaruh signifikan terhadap attitude. Facilitating conditions juga ditemukan tidak berpengaruh signifikan terhadap behavioral intention. Implikasi penelitian ini bagi Disdukcapil Kota Padang sebagai pengembang layanan SI RANCAK adalah pemerintah diharapkan mampu menyediakan sarana dan prasarana yang mendukung agar pengurusan administrasi dapat diselesaikan dengan cepat. Penyediaan pusat bantuan atau helpdesk akan membantu masyarakat yang mengalami kendala ketika menggunakan SI RANCAK. Pemerintah dapat meningkatkan keamanan sistem SI RANCAK dan memberikan penjaminan terhadap masyarakat bahwa data pribadi mereka tidak akan disalahgunakan oleh pihak manapun. Pemerintah juga dapat memberikan dukungan berupa sosialisasi mengenai SI RANCAK baik secara offline maupun online di media sosial serta diharapkan memberikan dukungan dan mengalokasikan dana khusus untuk pembangunan infrastruktur teknologi informasi yang memadai sehingga penerapan aplikasi e-government dapat diberikan dengan maksimal kepada masyarakat. The research focused on several aspects, such as: performance expectancy, effort expectancy, social influence, perceived risk, facilitating conditions, computer self-efficacy, trust, attitude, and behavioral intention. This research uses a quantitative approach using a survey. Data collection on 150 respondents who have KK Padang City and non-users SI RANCAK with purposive sampling method. The data were then analyzed using Structural Equation Modeling - Partial Least Square (SEM-PLS). The results showed that performance expectancy, computer self-efficacy, and trust have a positive and significant effect on attitude. Facilitating conditions are also proven to have a positive and significant effect on effort expectancy. Attitude and trust are also proven to have a positive and significant effect on behavioral intention. Meanwhile, this study found that effort expectancy, social influence, perceived risk have no significant effect on attitude. Facilitating conditions were also found to have no significant effect on attitude. The implication of this research for Disdukcapil Kota Padang as a developer of SI RANCAK services is that the government expected to be able to provide supporting facilities and infrastructure so that administrative arrangements can be completed quickly. Providing a helpdesk will help people who experience problems when using SI RANCAK. The government can improve the security of the SI RANCAK system and provide guarantees to the public that their personal data will not be misused by any party. The government can also provide support in the form of socialization about SI RANCAK both offline and online on social media and is expected to provide support and allocate special funds for the development of adequate information technology infrastructure so that the application of e-government applications can be provided optimally to the community.
