Abstract
This research aims to determine the factors affecting the Human Development Index (HDI) in the Mentawai Islands Regency. The method of analysis used is qualitative analysis and quantitative analysis. The qualitative analysis collects data with observation, identifies policies and programs, and in-depth interviews with stakeholders of departments that are related to the Human Development Index indicators, to identify the factors affecting the slow growth of HDI. Based on the results of the qualitative analysis it is known that the factors affecting the slow growth of HDI in Mentawai Islands Regency are accessibility, stunting, traditional mindsets, and limited budget. The quantitative analysis method uses time series analysis regression, and analysis of HDI in Mentawai Islands Regency during 2010-2022. The data used was obtained from the Central Bureau of Statistics, Regional Education Balance, Ministry of Finance, and Ministry of Public Works and Housing (PUPR). The findings of the quantitative analysis show that the government expenditure on education, government expenditure on health, and infrastructure development index have a positive and significant effect on the Human Development Index, while the poverty, dependency ratio, and stunting have a negative and significant effect on the human development index.
