Abstract
Penelitian ini bertujuan untuk menganalisis alasan yang membentuk tindakan pemerintah Sudan Selatan menghalangi bantuan FAO (Food and Agricultre Organization) terhadap krisis pangan di tahun 2014 dengan menggunakan perspektif post-kolonialisme. Sudan Selatan mengalami permasalahan krisis pangan yang berkepanjangan sejak konflik internal di tahun 2013 hingga saat ini. Ketika bantuan FAO datang di tahun 2014, pemerintah Sudan Selatan justru menghalangi bantuan FAO tersebut. Peneliti menemukan bahwa ada kaitan antara tindakan menghalangi bantuan FAO dari pemerintah dengan unsur warisan kolonial yang ditinggalkan oleh Inggris, yaitu pembagian etnis dan transformasi relasi produksi. Dampak dari warisan kolonial tersebut menciptakan dominasi etnis dan identitas etnis-politik di Sudan Selatan yang mempengaruhi keputusan dan tindakan pemerintah Sudan Selatan. Sehingga alasan dari tindakan pemerintah yang menghalangi bantuan FAO di tahun 2014 dikarenakan adanya pengaruh warisan kolonial yang menciptakan tindakan pemerintah yang lebih berfokus kepada pencapaian kekuasaan dan kemenangan antar elit politik dan kelompok pendukung etnisnya dibandingkan mendukung penyelenggaraan pemenuhan hak-hak minoritas di Sudan Selatan. ABSTRACT This research aims to analyze the reason of South Sudan government behavior in obstruction of FAO (Food and Agriculture Organization) aid for food crisis resolving in South Sudan in 2014 by using post-colonialism approach. The food crisis in South Sudan has occurred since the internal conflict in 2013 until this contemporary era. When FAO distributed the aids in 2014, South Sudan government obstructed FAO aids. Researcher found that there were relations between South Sudan government acted to obstruct FAO and the colonial legacies that British left in South Sudan, which are ethnic division and transformation of productive relations. The effects of these colonial legacies created ethnic domination and identity of ethno-politic. It can be concluded that decision and behavior of South Sudan government in obstruction of FAO aids in 2014 is caused by colonial legacies which created the preference of government to achieve power and victory between political elites and their ethnic groups rather than to guarantee minority rights of people in South Sudan.
