Abstract
Menurut WHO Sumber Daya Manusia Kesehatan (SDMK) berkontribusi hingga 80% dalam keberhasilan pembangunan kesehatan. Perencanaan SDMK merupakan isu strategis yang perlu ditingkatkan. Pada Dinas Kesehatan Kota Solok tahun 2017 perekam medis merupakan SDMK dengan persentase kekurangan tertinggi sebaliknya bidan merupakan SDMK paling banyak berlebih. Penelitian ini bertujuan menganalisis perencanaan SDMK Dinas Kesehatan Kota Solok. Jenis penelitian adalah kualitatif. Penelitian dilakukan bulan April-Juni 2018. Pengumpulan data melalui wawancara mendalam dengan 8 informan, Focus Group Discussion dengan 6 informan, observasi dan telaah dokumen. Untuk menjaga keabsahan data dilakukan validasi sumber dan metode. Pengolahan data meliputi pembuatan transkrip, editing, pembuatan matriks dan analisis. Hasil penelitian menunjukkan dalam perencanaan kebutuhan SDMK SOP tidak ada, kompetensi tenaga kurang, kebutuhan belum dihitung berdasarkan analisis jabatan, data belum valid dan lengkap dan dukungan anggaran APBD tidak ada. Dalam perencanaan pengadaan SDMK dokumen perencanaan kebutuhan SDMK belum dijadikan acuan, pengadaan SDMK Non PNS dilakukan secara tertutup dan tanpa seleksi dengan pengawasan yang kurang. Perencanaan SDMK Dinas Kesehatan Kota Solok belum sesuai kebutuhan riil dilapangan. Disarakan kepada Kepala Dinas agar membuat SOP, mengajukan anggaran APBD, mengajukan pengadaan sistem informasi yang terintegrasi dengan perencanaan kebutuhan SDMK, menggunakan PMK No. 43 Tahun 2017 sebagai acuan pegumpulan data fungsional kesehatan dan meningkatkan pengawasan. Rima Semiarty, MARS and Dr. dr. Hafni Bachtiar, MPH ABSTRACT According to WHO Human Resources for Health (HRH) contribute up to 80% in the success of health development. HRH planning is a strategic issue that needs to be improved. At the Solok City Health Office in 2017 medical recorders are HRHs with the highest percentage deficiency, whereas midwives are the most excessive HRH. This study aims to analyze the HRH planning of the Solok City Health Office. This type of research is qualitative. The study was conducted in April-June 2018. Data collection was conducted through indepth interviews with 8 informants, Focus Group Discussion with 6 informants, observation and document review. To maintain the validity of the data, source and method validation is carried out. Data processing include making transcripts, editing, matrix creation and analysis. The results of the study show in HRH needs planning SOP does not exist, compettency is lacking, needs have not been calculated based on job analysis, data not yet valid and complete, local budget support is not available. In the planning of HRH procurement the needs planning document has not been used as a reference and Non civil procurement is conducted in a closed manner, without selection and supervision it is still lacking. HRH planning Solok City Health Office has not met the real needs in the field. It was suggested to Head of Department to make SOP, file the local budget and propose an integrated information system with HRH needs planning, using PMK Number 43 of 2017 as a reference for collecting functional health data and improving supervision.
