Abstract

ABSTRAK Edo Syahputra Jamal (1210833013) Jurusan Ilmu Politik, Fakultas Ilmu Sosial dan Ilmu Politik Universitas Andalas Padang, 2018. Judul Skripsi: Mobilisasi Politik Birokrat Dalam Pilkada Gubernur dan Wakil Gubernur Provinsi Sumatera Barat Tahun 2015 Pembimbing I: Dr. Aidinil Zetra S.IP., MA dan Pembimbing II: Andri Rusta S.IP., M.PP Penelitian ini membahas tentang mobilisasi politik birokrat dalam Pilkada Gubernur dan Wakil Gubernur Sumatera Barat Tahun 2015. Indikasi mobilisasi politik dapat dilihat dari adanya pelanggaran-pelanggaran yang dilakukan oleh kepala daerah dan aparatur sipil negara (ASN) di dalam Pilkada Gubernur tahun 2015 baik masa kampanye hingga masa setelah kampanye. Oleh karena itu penelitian ini bertujuan untuk menganalisis bagaimana bentuk mobilisasi politik yang dilakukan oleh calon kepala daerah kepada ASN. Penelitian ini menggunakan teori mobilisasi politik dari Samuel P Huntington dengan menggunakan bentuk mobilisasi politik hubungan tradisional, hubungan patron-klien, mesin politik (machine politic). Selanjutnya penelitian ini menggunakan konsep indikasi keterlibatan ASN dalam Pilkada oleh Asrinaldi dengan menggunakan empat buat bentuk yaitu modus keterlibatan,kelompok pemikir, menjadi fasilitator, dan demi jabatan. Metodepenelitian ini menggunakan teknik pengumpulan data metode kualitatif dengan jenis studi kasus dan menggunakan teknik pengumpulan data berupa wawancara serta teknik pemilihan informan dengan metode snowball sampling. Hasil penelitian menunjukan bahwa adanya praktik mobilisasi politik yang dilakukan oleh kepala daerah terhadap ASN. Bentuk yang paling dominan dari ketiga bentuk mobilisasi politik adalah bentuk hubungan tradisional dimana calon kepala daerah menggunakan ASN yang mempuyai suku dan adat yang sama dengan kepala daerah untuk di mobilisasi dan di arahkan untuk memilih calon kepala daerah tersebut. Selanjutnya juga terdapat indikasi keterlibatan ASN dalam Pilkada tahun 2015. Thesis Title: Political Mobilization of Bureaucrats in the Election of Governor and Vice Governor of West Sumatera 2015 Adviser I : Dr. Aidinil Zetra S.IP., MA and Adviser II: Andri Rusta S.IP., M.PP This study discusses the political mobilization of bureaucrats in the election of Governor and Vice Governor of West Sumatera 2015. Indications of political mobilization can be seen from the violations committed by the head of the region and public servant in the 2015 governor election both campaign period until the post campaign period. Therefore, this study aims to analyze how the form of political mobilization conducted by candidates for regional head to public servant. This study uses the political mobilization theory of Samuel P Huntington using the traditional forms of political mobilization of relationships, patron-client relationships, political machinery. Furthermore, this research uses the concept of public servant involvement indication in Pilkada by Asrinaldi by using four forms of involvement, thinkers, facilitators, and for position. This research method using qualitative data collection technique with case study type and using data collection technique in the form of interview and technique of selecting informant with snowball sampling method. The results show that there is a practice of political mobilization conducted by the head of the region against public servant. The most dominant form of the three forms of political mobilization is the traditional form of relationships in which candidates for regional heads use public servant that have the same tribes and customs as heads of regions to mobilize and are directed to elect candidates for the region. Furthermore there is also an indication of public servant involvement in electoral choice 2015. Keywords: Bureaucracy, Political Mobilization, Regional Head, Bureaucrat
