Abstract
Program Pengembangan Lumbung Pangan Masyarakat bertujuan untuk meningkatkan volume stok cadangan pangan di kelompok lumbung pangan untuk menjamin akses pangan terutama yang mengalami kerawanan pangan, meningkatkan kemampuan pengurus dan anggota dalam mengelola cadangan pangan dan meningkatkan fungsi kelembagaan cadangan pangan masyarakat dalam menyediakan pangan secara optimal dan berkelanjutan. Adapun fenomena yang terlihat sehingga peneliti perlu melihat implementasi program ini salah satunya yaitu ketika program ini dihentikan pada tahun 2016 oleh Pemerintah Pusat dan dikembalikan pada daerah masing-masing untuk dilanjutkan. Oleh karena itu Kabupaten Pasaman Barat mengambil alih program ini dengan melanjutkan kegiatan tahap kemandirian, Rumusan masalah dalam penelitian ini bagaimana implementasi Program Pengembangan Lumbung Pangan Masyarakat di Kabupaten Pasaman Barat. Dalam penelitian ini, peneliti menggunakan metode penelitian kualitatif dengan desain deskriptif. Teknik pengumpulan data dilakukan dengan wawancara dan dokumentasi. Teknik keabsahan data yang peneliti gunakan adalah triangulasi sumber. Pemilihan informan dilakukan dengan teknik purposive sampling. Penelitian ini menggunakan teori Implementasi Kebijakan yang dikemukakan Van Metter dan Van Horn. Hasil Penelitian dengan menggunakan teori implementasi kebijakan yang dikemukakan Van Metter dan Van Horn adalah 1. Program Pengembangan Lumbung Pangan Masyarakat sudah dilaksanakan namun belum sesuai dengan pedoman pelaksanaan program. 2. Sumberdaya manusia belum memadai dan sumberdaya financial, sarana dan prasarana sudah diberikan oleh pemerintah tetapi belum sesuai kebutuhan program. 3. Hubungan antar organisasi belum berjalan dengan baik. 4. kondisi lingkungan sosial, ekonomi dan politik sudah mendukung dalam mengimplementasikan Program Pengembangan Lumbung Pangan Masyarakat. The thesis consists of 177 pages with reference books 3theorical books, 6 books method, 3 theses, 3 Minister of Agriculture Regulations, 1 Legislation, 3 internet websites. Community Food Barn Development Program aim to improve the volume of food reserves in the food barn group to ensure access to food, especially those who experiencing food insecurity, enhance the capacity of the management and members in managing food reserves and improve the institutional function of community food reserves in providing food optimally and sustainably. As for the phenomena that are seen, researchers need to see the implementation of this program one of them is when the program was stopped in 2016 by the Central Government and returned to their respective regions to continue.Therefore West Pasaman District take over this program by continuing the independence stage activities. The problem formulation in this research is how is the implementation of the Community Food Barn Development Program in West Pasaman District In this study, researchers used a qualitative research method with descriptive design. Data was collection through interviews and documentation. Data validation techniques that researchers use is triangulation. Selection of informants was done by using purposive sampling. This study uses the theory of policy implementation Function by Van Metter and Van Horn. The results of the research by using the policy implementation theory proposed Van Metter and Van Horn is 1. The Community Food Barn Development Program has been implemented but not in accordance with the program implementation guidelines. 2. The human resources are inadequate and financial resources, facilities and infrastructure have been provided by the Government but not in accordance to program's needs. 3. The relations between organizations have not gone well. 4. Social, economic and political environmental conditions have supported the implementation of the Community Food Barn Development Program.
