Abstract
ABSTRACT Adilia Agwita Maskur, No. BP: 1110843019. Implementation of Job Training Program at Padang Training Center.Public Administration, FISIP-Andalas University, Padang, 2018.Guided by Rozidateno Putri Hanida, S.IP, M.PA and Misnar Sitriwanti, S.AP, M.SI. This thesis consists of 98 pages with reference to 11 theoretical books, 8 method books, 2 theses, 4 policy rules, and 1 internet website. This research describes the Implementation of Job Training Program at the Balai Latihan Kerja Padang. To realize effective and efficient national work training in order to improve the quality of the workforce, the job training program must be implemented. Ideal programs, program targets, implementors, and environments are factors that affect the implementation of job training programs in order to optimize the empowerment and empowerment of all job training resources. This research is done by qualitative method with descriptive approach. Data collection techniques used are observation techniques, interviews and documentation. Selection of informants was done by using Purposive Sampling technique. The unit of analysis used is the institution. Data analysis techniques using Miles and Hubeman analysis technique is by collecting data, reducing data, presenting data, and drawing conclusions or verification data. The theory used in this research is with the theory of Van Meter and Van Horn. The result of the research using the implementation theory proposed by Van Meter and Van Horn shows that the implementation done by the Balai Latihan Kerja Padang has been implemented but not yet maximally seen from the still of the people who do not know the job training program in Balai Latihan Kerja Padang. Implementation of this job training program when viewed from the theory of implementation according to the point of view Van Meter and Van Horn has begun to run starting from the program to be implemented, program targets, implementing implementers, and environment affect the implementation process. Although in the implementation there are still shortcomings and problems encountered. Keywords: Program, Ministerial Regulation, Job Training, Training Center Padang, Padang City.
