Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Manajemen Program Pelayanan dan Rehabilitasi Kesejahteraan Sosial melalui Kegiatan Rumah Tidak Layak Huni (RTLH) bagi Fakir Miskin oleh Dinas Sosial Kota Padang melalui prinsip-prinsip Manajemen George Terry. Kajian ini di latar belakangi oleh proses pencairan dana tidak memiliki kepastian waktu yang jelas. Masih terkendalanya pelaksanaan program RS-RTLH yang kurang sesuai dengan petunjuk teknis pelaksanaan. Belum semua pihak yang terkait dengan program RS-RTLH belum terlibat dalam pelaksanaan. Sosialisasi mengenai program RS-RTLH belum berjalan optimal. Tujuan peneliti adalah melihat bagaimana manajemen program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS-RTLH) Di Kota Padang. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan tipe deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara dan dokumentasi. Selanjutnya untuk melihat keabsahan data yang didapatkan dilapangan, maka dilakukan teknik triangulasi sumber. Pemilihan informan dilakukan dengan teknik purposive sampling. Teori yang peneliti gunakan yaitu teori fungsi-fungsi manajemen George Terry terdiri atas perencanaan (planning), pengorganisasian (organizing), penggerakan pelaksana (actuating), pengawasan (controlling). Hasil penelitian ini menunjukkan bahwa Manajemen Program Rehabilitasi Kesejahteraan Sosial melaui Kegiatan Rumah Tidak Layak Huni (RTLH) bagi Fakir Miskin oleh Dinas Sosial dan Tenaga Kerja Kota Padang belum berjalan optimal. Hal ini terlihat dari belum sepenuhnya keterlibatan dari pihak yang terkait dengan program RS-RTLH menjadi pelaksana dn kurangnya sumber daya manusia (SDM), masih ada dari pelaksana pemahamannya terbatas, dan belum sepenuhnya sosialisasi program RS-RTLH menyentuh masyarakat. Peneliti memberikan saran mengenai penelitian ini yaitu meningkatkan kerjasama antara pihak yang terkait dalam program RS-RTLH, perlu adanya peningkatan wawasan dari para pelaksana, dan Dinas Sosil dan Tenaga Kerja Kota Padang harus turun langsung dalam memberikan sosialisasi disetiap warga. This thesis consists of 105 pages with reference to 11 theoretical books and 4 method books, 2 theses, 3 laws and 3 internet websites. This study aims to describe and analyze the Management of Social Welfare Services and Rehabilitation Program through Unfit Housing Activity (RTLH) for the Poor by the Social Service of Padang City through Management Principles of George Terry. This review in the background by the disbursement process does not have a clear time frame. There is still a problem in the implementation of the RTLH Hospital program which is not in accordance with the technical guidelines for implementation. Not all parties related to the RS-RTLH program have not been involved in the implementation yet. The socialization of the RS-RTLH program has not been optimal. The purpose of the researcher is to see how the management of the Unsafe Household Rehabilitation Program (RS-RTLH) in Padang City. The method used in this research is qualitative research method with descriptive type. Data collection techniques used were interviews and documentation. Then to see the validity of the data obtained in the field, the source triangulation technique was carried out. The selection of informants was done by purposive sampling technique. The theory that researchers use the theory of management functions of George Terry consists of planning, organizing, actuating, controlling. The results of this study indicate that the Management of Social Welfare Rehabilitation Program through Inappropriate Housing Activities (RTLH) for the Poor by the Department of Social and Labor Padang has not run optimally. This is evident from the incomplete involvement of the parties associated with the RS-RTLH program to be the implementer and the lack of human resources (HR), there are still from the implementation of limited understanding, and not yet fully socialize RS-RTLH program to touch the community. Researchers gave advice on this research, namely improving collaboration between parties involved in RS-RTLH program, the need for an increase in insight from the implementers, and the Office of Social Sciences and Manpower of Padang City had to go down directly in providing socialization to every citizen.
