Abstract

This researchis aims to determine the effect of Local Government Financial Ratios based on The Local Government Financial Reports on Human Development Index (HDI) that became a measure of development achievment based on components quality of life. The local government ratios used in the research are The Ratio Degrees of Decentralization, The Ratio of Local Financial Dependence, The Ratio of Local Financial Independence, The Effectiveness of Local Revenue Ratio and The Effectiveness of Local Tax Ratio. The data source is secondary data obtained from Central Bureau of Statistics (BPS) of West Sumatera Province. Data analysis technique is done by multiple linier regression analysis method using SPSS (Statical Package for Social Science) ver. 23. The result of this research is The Ratio Degrees of Decentralization, The Ratio of Local Financial Dependence, and The Effectiveness of Local Tax Ratio influence to HDI. While The Ratio of Local Financial Independence and The Effectiveness of Local Revenue Ratio. Keywords: Human Development Index (HDI), government financial ratios, government financial report ABSTRAK Penelitian ini bertujuan untuk mengetahui pengaruh Rasio Keuangan Pemerintah Daerah berdasarkan laporan keuangan pemerintah daerah terhadap Indeks Pembangunan Manusia (IPM) yang menjadi ukuran capaian pembangunan berbasis komponen kualitas hidup. Rasio Keuangan Pemerintah Daerah yang digunakan dalam penelitian ini adalah Rasio Derajat Desentralisasi, Rasio Ketergantungan Keuangan Daerah, Rasio Efektivitas Pendapatan Asli Daerah dan Rasio Efektivitas Pajak Daerah. Sumber data berupa data sekunder yang diperoleh dari Badan Pusat Statistik (BPS) Provinsi Sumatera Barat. Teknik analisis data dilakukan dengan metode analisis regresi linier berganda dengan menggunakan alat bantu program SPSS (Statical Package for Social Science) 23. Hasil dari penelitian ini adalah Rasio Derajat Desentralisasi, dan Rasio Efektivitas Pajak Daerah berpengaruh terhadap IPM. Sedangkan Rasio Kemandirian Keuangan Daerah dan Rasio Efektivitas Pendapatan Asli Daerah tidak berpengaruh terhadap IPM.
