Abstract

This research is based on the increase in cases of HIV and AIDS in the city of Padang since 2012 until 2014 in the city of Padang . This study aimed to describe the process of implementation of the West Sumatra Provincial Regulation No. 5 of 2012 on HIV and AIDS in the city of Padang , seen from the theory proposed by Van Meter and Van Horn which describes the policy implementation model can be analyzed with the standards and policy objectives , resource policies , the characteristics of the implementing agencies , communication between the organization and activities of implementers , economic, social and political as well as the disposition of executive attitudes.Data analysis using the concept of policy implementation to see the implementation process of West Sumatra Provincial Regulation.This study used a qualitative method with descriptive type . The process of collecting data by interview and documentation . Selection of informants using purposive sampling technique . Analysis of the implementation model of West Sumatra Provincial Regulation is based on the concept of Van meters and Van Horn has not been able to achieve the goals of the Regional Regulation itself because the process of implementation of the Regional Regulation has not yet been realized to the fullest.
