Then this Act protests and claims of various parties, organizations. Because the contents of the article in the Law are considered to restrict freedom of assembly and association. To analyze the data, the researchers found that in using measures Roem Topatimasang theory in his book entitled "Merubah Kebijakan". such measures as an advocacy of a systemic and organized efforts to influence and urged a change in public policy-developed gradually. This study uses qualitative and descriptive. The process of data collection was done by Interview, Observation, Documentation and use Interviews for Data Triangulation. The research results show that there is competition processes in Community Organizations sued the Act which is considered harmful, restrict and suppress the societal mold Organization.
