Abstract

Mengatasi ketatnya pesaingan pasar maka diperlukan peningkatan efisiensi produksi dalam negeri sebagai upaya peningkatan daya saing. Provinsi Jambi merupakan salah satu dari peringkat 10 provinsi penghasil cabai merah terbesar nasional. Sentra produksi cabai merah terbesar propinsi Jambi terdapat di Kabupaten Kerinci. Cabai merah merupakan bahan pokok yang perubahan rata-rata harganya paling menurun disetiap tahunnya. Harga cabai merah domestik dibandingkan dengan harga cabai merah dunia jauh lebih tinggi dan petani dihadapi produksi usahatani cabai merah berbiaya tinggi. Fluktuasi harga cabai merah di Kabupaten Kerinci mempengaruhi petani cabai merah di Kabupaten Kerinci. Tingginya fluktuasi harga cabai merah tersebut memaksa Pemerintah untuk membuat kebijakan berupa harga referensi. Tujuan dari penelitian ini adalah menganalisis Harga Pokok Produksi, Daya Saing dan Kebijakan Pemerintah terhadap komoditi cabai merah. Lokasi Penelitian ditentukan secara purposive karena Kabupaten Kerinci merupakan sentra produksi cabai merah di Provinsi Jambi. Analisis data menggunakan analisis kuantitatif untuk menghitung harga pokok produksi dengan metode full costing, untuk daya saing dan kebijakan pemerintah menggunakan PAM dan analisis sensitivitas. Hasil menunjukkan berdasarkan perhitungan Harga Pokok Produksi didapatkan nilai sebesar Rp. 8.580,56 per kg dimana lebih rendah dibandingkan dengan harga jual petani, yaitu Rp. 20.400/kg. Pengukuran daya saing dengan tabel PAM diketahui usahatani cabai merah di Kabupaten Kerinci berdaya saing ditunjukkan dengan memiliki keuntungan finansial maupun ekonomi serta memilik keunggulan Kompetitif dan Komparatif yang ditunjukkan dengan nilai PCR dan DRCR <1. Kebijakan Pemerintah terdiri atas kebijakan input dan kebijakan output. Analisis sensitivitas dengan skenario perubahan harga output dan biaya input menunjukkan pengaruh terhadap usahatani cabai merah di Kabupaten Kerinci. Kata Kunci : Harga Pokok Produksi, PAM, Sensitivitas, Cabai ANALYSIS OF COST OF PRODUCTION, COMPETITIVENESS AND POLICY GOVERNMENT TO THE RED CHILLI COMMODITY IN KERINCI DISTRICT JAMBI PROVINCE ABSTRACT Overcoming the tightness of market competition, it is necessary to increase the efficiency of domestic production as an effort to increase competitiveness. Jambi Province is one of the top 10 provinces producing the largest red chili nationally. The largest red chilli production center of Jambi province is located in Kerinci Regency. Red chili is a staple that changes the average price of the most decreased in each year. The price of domestic red chilli compared to the world price of red pepper is much higher and farmers are faced with high-cost red chili production. Fluctuations in the price of red pepper in Kerinci Regency affect the red chili farmers in Kerinci regency. The high fluctuation of the price of peppers forced the Government to make a policy of reference prices. The purpose of this study is to analyze the Cost of Production, Competitiveness and Government Policy on red pepper commodities. The location of the research was determined purposively because Kerinci Regency was the center of red chili production in Jambi Province. Data analysis uses quantitative analysis to calculate cost of goods production with variable costing method, for competitiveness and government policy using PAM and sensitivity analysis. The results show based on the calculation of Cost of Production obtained value of Rp. 8,580.56 per kg where this price is lower than the selling price of farmers, which is Rp. 20.400 / kg. Measurement of competitiveness with PAM table known red chili farming in Kerinci regency was shown to have both financial and economic advantages as well as having Competitive and Comparative advantages as indicated by PCR and DRCR <1. Government policy consists of input policy and output policy. Sensitivity analysis with scenarios of output price changes and input costs shows the influence of red chili farming in Kerinci regency.
