Abstract

The livestock sector is one sector that is very potential to be developed. To support the development of the livestock sector, then the efforts of production facilities management, aquaculture management, up to a maximum of marketing to increase profits. One of the mainstays in the poultry farming sector in West Sumatra is breeding of chicken meat. The high risks faced by the entire supply chain players broiler in Padang can be managed by identifying any risks that need to be considered and analyzed the existing problems. Thus the entire supply chain players broiler cattle can develop appropriate strategies to deal with the disorder so that the risks can be minimized faced. This study uses a questionnaire instrument to obtain risk information from each player poultry supply chain in the city of Padang. Respondents of this study is the owner of a business that is connected with the supply chain broiler farm. Ranging from suppliers of feed, seed, drugs and vaccines, farms / broiler farming, channeling business owners broiler, business owners slaughterhouse broiler, broiler manager to end users. This study uses the approach House Of Risk (HOR) to determine the existing risks and devise strategies to reduce the risk. In the risk management framework that consists of mapping activities, risk identification, risk analysis, risk assessment, and response to risks. As well as analysis to be performed on the assessment of Severity, occurance, and Aggregate Risk Potential (ARP). The results obtained are causing the highest risk to be dealt with at the level of broiler farming that is late in cleaning cages, feeding scattered, Hygiene cage less intact, Supervision in feeding less intensive, delivery of drugs and vaccines that long, Booking drugs and vaccines are not scheduled, at the level of processing of broiler that Government policies such as the rise in fuel prices, conditions such seasonal fasting / Eid, at the level of cuts broiler that Government policies such as the increase in fuel and at the consumer level that Government policies such as the increase in fuel and conditions as seasonal as ahead fasting / widths. Preventive measures proposed by the cause of the highest risk is Changing perceptions buy fresh chicken should not be a chicken freshly cut, could buy the product frozen, buy fresh chicken pieces before D-day and stored in a freezer before it is processed, Having cooperation with suppliers (chicken slaughtering broiler) to reduce the rate of inflation, Creating the contract to raise the price gradually before rising fuel prices, Having cooperation with suppliers (distributors broiler) to reduce the inflation rate, the government facilitated the effort Cutting Broiler as RPU hygienic, Collaboration between distributors and effort cutting the chicken, Creating the contract to raise the price gradually before rising fuel prices, Clean the cage with desifektan, Disciplining children's home in memberian feed at the feeding is done carefully, Making sheet checklist and Standard Operating Procedure (SOP ) cleaning of equipment cage, Creating a checklist sheet feeding and Operasionel Standard Procedure (SOP) feeding, Provides stocks / inventories of drugs and vaccines before making the purchase of drugs and vaccines to other suppliers, Creating of automated systems in feeding chickens. After an assessment of the preventive measures to cause exists, the authors suggest to use based on the value of the highest effectiveness with a low degree of difficulty.
