Abstract

Tarbiyah at the beginning of its history, has experiencing the ups and downs. History showed on the struggles, Tarbiyah played the role as an Islamic organization that played an active role in education. The line of struggle that was aspired wasn’t only that, it was also pursued through political struggle with the appearance of Tarbiyah as Partai Persatuan Tarbiyah Islamiyah (PI PERTI) who took a part in the 1995 election. Then because of internal conflict, Tarbiyah stated that it was no longer a non-political organization and carrying back the khittah of Tarbiyah which was created by the founder of Tarbiyah. But in reality, the implementation of khittah was not a central attitude in carrying out the mandate of khittah. The practical political behavior of the elite remained visible in public that reflected the Tarbiyah elite did the practical politics rather triology. To explained the phenomenon of this research, then used concept of khittah and politics. Khittah Tarbiyah became the basis of elite and taking action, political attitudes that came into contact with the social-political dynamics, and political concept became an reference for placing the behavior reflected by elite Tarbiyah. In the research found that on the implementation of khittah Tarbiyah, there was misappropriation and stagnation in running the triology of khittah Tarbiyah that was education, da’wah Islamiyah, and social community. With that misappropriation based on elite’s understanding that saw practical politics as one of the ways to continue the struggle of khittah Tarbiyah so that concepts and ideas of Tarbiyah could be realize on the transactional politics. With the harmonization that has been built with the power and political actors made the Tarbiyah elite’s created the economic orientation with khittah Tarbiyah and made practical politics as a place to run the Tarbiyah elite’s business. So that the relation of khittah, practical politics, and elite’s business became the interest for research to explained deeply and comprehensive about the relation khittah, politics, and elite’s business.
