Abstract

ANALISIS WILLINGNESS TO PAY PETANI TERHADAP PENINGKATAN PELAYANAN IRIGASI DI KECAMATAN 2 X 11 KAYUTANAM KABUPATEN PADANG PARIAMAN ABSTRAK Penelitian ini bertujuan untuk mengestimasi besarnya nilai Willingness to Pay (WTP) petani terhadap peningkatan pelayanan irigasi dan menganalisis faktor-faktor yang mempengaruhi Willingness to Pay (WTP) petani terhadap peningkatan pelayanan irigasi. Untuk tujuan pertama pendekatan yang digunakan dalam penelitian ini adalah pendekatan Contingent Valuation Method. Sedangkan untuk tujuan kedua analisis yang digunakan adalah analisis regresi berganda. Pengamatan dan wawancara dilakukan kepada petani yang ada di Kecamatan 2 x 11 Kayutanam. WTP petani diperoleh berdasarkan pasar hipotetik yang ditawarkan kepada petani. Nilai rata-rata WTP responden yang bersedia membayar iuran adalah sebesar Rp 48.667/ha/MT dan per tahunnya adalah sekitar Rp 146.001/ha/tahun. Sedangkan total WTP petani sebesar Rp 1.460.000/ha/MT. Untuk TWTP populasi petani di daerah irigasi Banda Baru adalah sebesar Rp 17.593.120,5/tahun. Sedangkan faktor-faktor yang mempengaruhi besarnya WTP petani secara signifikan adalah jumlah tanggungan keluarga, luas lahan, dan saluran air (dummy). Kata kunci : Pelayanan Irigasi, Willingness to Pay, Contingent Valuation Method   ANALYSIS OF WILLINGNESS TO PAY FARMERS TO IMPROVING IRRIGATION SERVICES IN 2 X 11 KAYUTANAM DISTRICT PADANG PARIAMAN REGENCY ABSTRACT This study aims to estimate the value of Willingness to Pay (WTP) of farmers on improving irrigation services and to identify its factors for Contingent Valuation Method approach has been applied through a survey in Banda Baru irrigation area of 2x11 Kayutanam Subdistrict. A multiple regression is developed in identification of factors for the value of improving irrigation services' WTP. The average WTP is Rp 48,667/ha/planting season or approximately Rp 146,001/ha/year. Therefore, TWTP for the whole farmer in the Banda Baru irrigation area is Rp 17.593.120,5/ year. The factors that, which are significantly correlate to value of WTP, are the number of household members, land size, and land location (dummy).
