Abstract

Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi konsumsi dan produksi kedelai nasional dan pengaruh tarif impor kedelai terhadap konsumsi dan produksi kedelai nasional. Penelitian ini telah dilaksanakan pada bulan Maret - April 2017. Data yang digunakan dalam penelitian ini adalah data sekunder berupa data tahunan dengan rentang waktu (time series) 30 tahun dari tahun 1986-2015. Berdasarkan hasil penelitian memperlihatkan bahwa kuantitas impor kedelai dipengaruhi oleh variabel nilai tukar rupiah, konsumsi kedelai dan tarif impor kedelai. Variabel harga kedelai impor dan nilai tukar rupiah secara nyata mempengaruhi harga kedelai nasional. Harga kedelai nasional dan jumlah penduduk secara signifikan mempengaruhi konsumsi kedelai. Produktivitas kedelai sangat respon terhadap tingkat upah. Hasil simulasi memperlihatkan bahwa impor kedelai dan konsumsi kedelai mengalami peningkatan pada saat pembebasan tarif (T=0%) dibandingkan dengan ketika tarif diberlakukan. Harga kedelai nasional mengalami penurunan pada saat pembebasan tarif dibandingkan pada saat pemberlakuan tarif, sedangkan pemberlakuan tarif tidak memiliki pengaruh terhadap produksi dan produktivitas kedelai. Dari hasil peramalan tanpa alternatif kebijakan tarif impor yang dianalisis selama 7 tahun kedepan memperlihatkan bahwa beberapa tahun kedepan Indonesia belum mampu mencapai swasembada kedelai. Kata Kunci : tarif impor, kedelai, simulasi, peramalan   ANALYSIS OF EFFECT IMPORT TARIFF POLICY OF SOYBEAN TO CONSUMPTION AND PRODUCTION OF NATIONAL SOYBEAN ABSTRACT This study aims to determine the factors that effect cunsumption and production of national soybean and the effect of soybean import tariff to consumption and production of national soybean. This research has been conducted in March-April 2017. The data used in this study is secondary data with time series 30 years from 1986-2015. The results of research showed that import of soybean was affected by exchange rate, consumption of soybean and tariff import of soybean. The import price of soybean and exchange rate significantly affected the national price of soybean. National price of soybean and population significantly influence consumption of national soybean. The productivity of soybean is very responsive to wage rate. Result of simulation show that import of soybean and consumption of soybean increased during T=0% compared to when tariff was applied. The nastional price of soybean decreased when T=0% compared to when tariff was applied, while production and consumption of soybean have no effect when the tariff is applied. From the result of forecasting without alternative policies which analyzed for 7 years letter shows that in the next few years Indonesia has not been able to achieve self-sufficiency of soybean.
