Abstract

Penelitian ini bertujuan untuk mendeskripsikan fungsi sebuah IGO yaitu WFP (World Food Programme) dalam mengatasi permasalahan pengungsi topan nargis di Myanmar pada tahun 2008. WFP memfokuskan pada pemberian bantuan berupa pangan dan logistik. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan konsep 6 fungsi IGO yang di ungkapkan oleh Margareth P Karns dan Caren A Mingst yaitu Informational, forum, normative, rule creation, rule supervision dan operational untuk melihat fungsi WFP dalam mengatasi pengungsi topan nargis tersebut. Penelitian ini menemukan bahwa fungsi WFP tidak berjalan secara penuh dimana dari enam fungsi hanya terdapat tiga fungsi yang dapat berjalan yaitu adalah informational dengan melakukan pengumpulan dan penyebar luasan data, normative di laksanakan dengan adanya penentuan norma-norma yang di lakukan melalui kegiatan kesadaran terhadap tindakan penanggulangan bencana, dan operational melalui bantuan kepada korban baik secara langsung maupun bantuan teknis. Kata Kunci : Topan Nargis, Bencana Alam, United Nations, Program Pangan Dunia, Myanmar. ABSTRACT This researchs intends on describing the function of the World Food Program (an International Governmental Organization) in its effort to tackle the problem which arise after the Tornado in Myanmar in 2008. The WFP focuses their aid through food and logistics. This research incorporates the qualitative research method with the 6 concepts of IGO put up front by Margareth P Karns and Caren A Mingst which are, Informational, forum, normative, rule creation, rule supervision and operational in order to look at the functions of the WFP in its effort to help the survivors of Tornado Nargis. This research discovered that the function of WFP did not fully run as planned based on the 6 functions, where only 3 of the functions were fulfilled. The 3 functions fulfilled are the Informational function, where the WFP succeeded in the collection and spreading of information, the Normative function, through the foundation of a clear norm that is held by the awareness of disaster relief activity, and the operational function, where help towards the victims of Nargis Tornado which where both technical and direct.
