Abstract

Penelitian ini menganalisa pengaruh kerjasama Indonesia – IEA terhadap optimalisasi energy mix di Indonesia. Penelitian ini menggunakan metodologi deskriptif-analisis kualitatif dan konsep kerjasama internasional oleh Keohane dan Nye. Ketahanan energi Indonesia saat ini sangat bergantung pada energi tidak terbarukan, sementara itu ketersediaan energi fosil semakin terbatas. Untuk menjamin ketersediaan energi, maka perlu adanya penganekaragaman sumber daya energi dalam bauran energi nasional. Dalam menghadapi permasalahan energi, kemudian Pemerintah Indonesia juga menjalin kerjasama dengan International Energy Agency (IEA). Penelitian ini menemukan bahwa, dari kelima dampak interaksi menurut Keohane dan Nye yaitu, perubahan perilaku, pluralisme internasional, meningkatnya hubungan depedensi dan interdepedensi antar negara, meningkatnya kemampuan suatu negara untuk mempengaruhi negara lain, dan munculnya autonomous actors dalam menentukan kebijkan luar negri, terdapat tiga dampak yang sesuai dengan fokus penelitian. Ketiga dampak tersebut ialah, pluralisme internasional yang terlihat dari rekomendasi IEA dalam analisis kebijakan energi Indonesia, perubahan perilaku yang ditandai dengan penetapan dan perubahan kebijakan, meningkatnya hubungan interdepedensi yang terlihat dari peningkatan hubungan kerjasama. Kata kunci : Indonesia, IEA, Kerjasama, Kebijakan Energi, Bauran Energi ABSTRACT This research analyzes the influence of Indonesia-IEA cooperation on optimizing the energy mix in Indonesia. This research incorporates the descriptive qualitative methodology and concept of international cooperation by Keohane and Nye. Indonesia's energy security currently relies heavily on non-renewable energy, while the availability of fossil energy is increasingly limited. To ensure the availability of energy, it is necessary to diversify the energy resources in the national energy mix. Due to the fact that it is facing energy problems, the Government of Indonesia decides to cooperate with the International Energy Agency (IEA). This research discovers the five impacts of interaction according to Keohane and Nye which are, attitude changes, international pluralism, increases in constraints on states trough dependence and interdepedence, increases in the ability of certain governments to influences the others and the emergence of autonomous actors with private foreign policy that may deliberately oppose or impinge on state policies, there are three impacts that fit the focus of this research. These three effects are, international pluralism seen from the IEA recommendations in the analysis of Indonesia's energy policy, attitude changes that are marked by policy decisions and changes, the increasing interdependence relationship seen from the improvement of cooperative relations.
