Abstract

This research analyzes Saudi Arabia's responses to the Iranian nuclear deal titled the Joint Comprehensive Plan of Action (JCPOA) with P5+1. JCPOA is seen as a threat to Saudi Arabia, spelled out by Walt's four indicators of threat: aggregate power, geographical proximity, offensive capabilities, and offensive intentions. While on the other hand, the status of both countries are struggling for regi onal hegemony. The actions of Saudi Arabia in response to this threat is analyzed by utilizing the concept of balance of threat in which there are two actions which states take as a response to the threat, balancing and bandwagoning. To determine which actions are taken by Saudi Arabia there are three determinants which are, strong and weak state where the strong state will do balancing, the availability of allies if there is a potential ally that can cooperate to weaken the threat, then the state will do the balancing, and lastly, peace and war that condition of relations between the two countries currently, in war condition, the state will tends to balance than bandwagoning. The conclude is that Saudi Arabia is tend to do balancing rather than bandwagoning because Saudi Arabia is a strong state, there are tendency of Saudi Arabia to cooperate with members of Gulf Cooperation Council (GCC) and Israel, and the condition of Saudi Arabia and Iran relations are still in the category of peace. Balancing efforts by Saudi Arabia can be seen from anti-Iran action and the development of Saudi Arabia's nuclear technology.
