Abstract

Penelitian ini menganalisis kebijakan intervensi Turki pada Konflik Suriah pada tahun 2011 sampai 2016, dengan menggunakan konsep State Behaviour menurut Paul R. Viotti dan Mark Kauppi. State Behaviour membagi hal-hal yang mempengaruhi kebijakan suatu negara menjadi kepentingan, ancaman, peluang, dan kapabilitas yang kemudian akan menggambarkan tujuan dari negara atas kebijakan yang dilakukannya. Pada hasil penelitian, ditemukan bahwa kebijakan intervensi pada Konflik Suriah bertentangan dengan ‘Zero Problems with Neighbours’ yang sebelumnya merupakan strategi kebijakan luar negeri Turki.Namun, intervensi tetap terjadi dengan adanya pertimbangan kepentingan Turki untuk melindungi kedaulatannya, mengembangkan vitalitas ekonomi serta menyebaran nilai-nilai demokrasi. Meskipun mendapat ancaman dari Suriah, Rusia, dan ISIS, Turki tetap memiliki peluang dalam melakukan kebijakan intervensi yaitu adanya koalisi AS dan oposisi Suriah, kelonggaran dalam hukum internasional, dan keanggotaan NATO Turki. Kebijakan intervensi juga didukung dengan kapabilitas ekonomi dan militer Turki yang memadai. Sehingga dari pertimbangan kepentingan, ancaman, peluang, dan kapabilitas tersebut, tujuan Turki melakukan kebijakan intervensi adalah untuk mencegah bersatunya organisasi kelompok Kurdi, dan stabilisasi Suriah dengan pergantian rezim baru serta demokrasi Suriah dan kawasan. Kata Kunci :Konflik Suriah, Intervensi, Turki,Zero Problems with Neighbours, State Behaviour. ABSTRACT This research analyses Turkey’s intervention policy in the Syrian Conflict from 2011 - 2016, using the concept of State Behaviour by Paul R.Viotti and Mark Kauppi. State Behaviour divides 4 element that may influence a foreign policy formulation into ;national interests, threats, opportunities and capabilities, that will explain the objectives from a state. This research found that Turkey’s intervention policy in Syria Conflict against the Zero Problem with Neighbours which previously became Turkey’s foreign policy strategy. However, the intervention keep running for Turkey’s consideration in its interest to protect the sovereignty, to develop economic vitality and to spread the value of democracy. Although being threatened by Syria, Russia and ISIS, Turkey still had the opportunity to do the intervention by the support from USA and opposition party in Syria, the loose of international law and Turkey’s membership in NATO. The intervention policy was also supported by Turkey’s economic and military capabilities.Hence from the consideration of interest, opportunity, threat and capability. Turkey’s aim to implement the intervention policy was to prevent the unification of Kurdi group, Syria stabilization with the change to the new democratic regime and to achieve democracy in the region.
