Abstract

Ikatan Bidan Indonesia (IBI) pada tahun 2002 bekerja sama dengan Depkes RI, POGI, JNPK-KR, JHPIEGO, dan PRIME mengidentifikasikan adanya kesenjangan kinerja Bidan dalam pelayanan kesehatan bagi ibu hamil dan bersalin. Luaran dari kesepakatan yang dibuat adalah menetapkan suatu metode pelatihan yaitu pelatihan asuhan persalinan normal (APN). Tujuan penelitian untuk menganalisis sistem pelaksanaan pelatihan asuhan persalinan normal di Provinsi Sumatera Barat. Penelitian dilakukan dengan pendekatan kualitatif. Penelitian dilakukan P2KS Provinsi Sumatera Barat, waktu pengumpulan data dari bulan Oktober – Desember 2016. Pemilihan informan penelitian dengan purposive sampling, informan penelitian terdiri dari ketua IBI Provinsi Sumatera Barat, Ketua P2KS Provinsi Sumatera Barat, pelatih, fasilitator peserta pelatihan APN. Analisis data dilakukan secara triangulasi sumber dan teknik. Hasil penelitian diketahui kebijakan operasional pelaksanaan APN belum ada, jumlah peserta menurun pada satu tahun terakhir. Dana pelatihan APN memberatkan peserta, metode pelatihan APN terdapat hambatan pada pelaksanan materi dikelas yaitu kurangnya pemahaman awal peserta mengenai APN. Hambatan teknis yang ada dilapangan adalah terdapatnya pelatih yang datang terlambat pada saat materi pelatihan. Sarana dan prasarana dalam mendukung pelatihan APN telah cukup memadai dan terstandarisasi. Beberapa masalah dalam pelaksanaan pelatihan APN adalah bidan sebagai pelatih dan fasilitator di klinik belum mempunyai sertifikat Clinical Training Skills (CTS) sehingga masih adanya perbedaan persepsi antara pelatih di kelas dengan klinik. Tempat praktek klinik masih kurang. Kesimpulan penelitian ini adalah terjadinya penurunan peserta pelatihan APN dalam satu tahun terakhir, pelatih yang kurang interaktif, biaya pendaftaran yang tinggi, perbedaan persepsi antara pelatih di kelas dengan klinik dan terbatasnya jumlah tempat praktik karena belum terpenuhinya standar. Kata Kunci : Asuhan persalinan normal, pelatihan, bidan ABSTRACT ANALYSIS SYSTEM IMPLEMENTATION OF NORMAL DELIVERY CARE TRAINING IN WEST SUMATERA PROVINCE MONARISA Indonesian Midwives Association in 2002 collaboration with the Health Ministry, POGI, JNPK-KR, JHPIEGO and PRIME identifies performance gaps midwives in health care for pregnant women and maternity. Outcomes from the agreement made was to establish a training method that is normal delivery care training (NDC). The aim of research to analyze system implementation of normal delivery care training in West Sumatera Province. The study was conducted with a qualitative research. The study was conducted in P2KS West Sumatra Province, the data collection time from September to October 2016. Research informants selection with purposive sampling, informants consisted of Midwives Association chairman of West Sumatra Province, P2KS Chairman of West Sumatra Province, the coach in training NDC, NDC training facilitators and midwives as participants training. Data analysis was performed triangulation of sources and techniques. The survey results revealed policy implementation faced a declining number of participants last year. NDC training funds burdensome participants, NDC training methods are a drag on the conduct of the material in class, namely a lack of understanding of the early participants NDC. Technical barriers that exist in the field is the presence of a coach who came late during training material. Facilities and infrastructure in support of NDC has adequate training and standardized. Some problems in the implementation of NDC is the midwife training as trainers and facilitators in clinics do not have the certificate of Clinical Training Skills (CTS) so that there still were differences in perception between coaches in the classroom with the clinic. In the implementation to a clinical practice is still lacking, because not all places that meet the standards of clinical practice. The conclusion of this study is the decline trainee NDC in the past year, coaches are less interactive, high registration fees, the difference in perception between the coach in the classroom with the clinic and the limited number of places for unmet standard practice.
