Abstract

Kota Solok adalah salah satu kota di Sumatera Barat yang telah memiliki peraturan mengenai Kawasan Tanpa Rokok (KTR) yakni Peraturan Walikota No. 5 Tahun 2013. Namun peraturan ini masih belum berjalan optimal, karena masih banyak pelanggaran, masih kurangnya fasilitas smoking area serta belum adanya sanksi yang menjadi penyebab belum optimalnya peraturan ini. Tujuan penelitian ini adalah untuk mengetahui implementasi Peraturan Walikota tentang Kawasan Tanpa Rokok di Kota Solok. Metode penelitian ini yaitu meode kombinasi dengan desain sequential explanatory. Penelitian ini dilakukan di Kota Solok dan waktu penelitian pada bulan Juni sampai Oktober 2016. Populasi dalam penelitian ini adalah penduduk di Kota Solok yang berumur 15-64 tahun sampel penelitian ini 103 orang dari tiga kelurahan. Teknik pengambilan sampel adalah secara Cluster Sampling. Penelitian kualitatif dilakukan dengan wawancara mendalam kepada 9 orang informan dan diskusi kelompok kepada 6 orang informan. Hasil penelitian kuantitatif menunjukkan lebih dari separuh responden memliki tingkat pengetahuan yang kurang baik (68%) dan lebih dari separuh sudah memiliki sikap positif (51,5%). Hasil penelitian kualitatif menunjukkan bahwa Implementasi kebijakan KTR di Kota Solok dirasa belum optimal. Pertama, masih ditemukan berbagai pelanggaran yang dilakukan oleh masyarakat. Kedua, fasilitas yang masih belum mencukupi. Ketiga, tidak ada tim khusus yang dalam melakukan pembinaan dan pengawasan KTR. Keempat, tidak adanya sanksi pagi pelanggar KTR. Kelima, belum adanya SOP. Terakhir, belum ada alur instruksi pada pelaksanaan kebijakan hanya sebatas dari Walikota menyampaikan kepada seluruh kepala SKPD. Berdasarkan hasil penelitian disimpulkan bahwa kebijakan belum terlaksana secara baik. Maka disarankan bagi pemerintah Kota Solok untuk meningkatkan sosialisasi, penambahan fasilitas, membentuk tim pengawasan dan pembinaan serta penegakan sanksi dan meningkatkan derajat peraturan dalam pelaksanaan KTR di Kota Solok. However, this regulation is not running well, because there are many violations, there are still a lack of facilities smoking area as well as the lack of sanctions that the cause is not optimal regulation. The purpose of this research is to know about the implementation of No Smoking Area in Solok City. The research method that used by the writer is combination method with sequential explanatory design. This research was started from June to October 2016 in Solok City. The number of population sample in this research is 103 citizens (15-64 years old). This sample is taken by using cluster sampling method. This research is a qualitative research so that the writer use interview to 9 informans and focus group discussion to 6 informans. The result of this research show that more than a half of the respondent have less knowledge (68%) and more than a half of the respondent have positive opinion (51.5%). It shows that the implementation of No Smoking Area (KTR) In Solok City is not optimum. There’re so many factors that effect the result. First, there are many infrections in no smoking area. By analyze the result, we know that most of the citizens have a little awareness about health. Second, The health facility is not good enough to support No Smoking Area (KTR) program. Third, Solok City government does not have a special team that control this program. Fourth, Solok City government does not have a punishment for the citizens who break the policy. Fifth, A Standart Operation Procedure (SOP) is not complete. Last, Solok City government do not have a permanent instruction to do this policy. From this research, we can conclude that the implementation of No Smoking Area (KTR) In Solok City is not optimum.. It is recommended to the Solok government to improve the socializations, added facility, forming scoaching and supervision team, enforcement of sanctions and increase the degree of regulation in the implementation of KTR in Solok.
