Abstract

The behaviour of Indonesia in responding to the issue of deforestation in Borneo forest is affected by the dynamics of the interface between the pressure of the domestic dimension and the pressure of the international dimension which led to the cooperation agreement of a conservation and sustainable development of the Heart of Borneo (HoB). This research aims to explain the variables that underlie the Indonesian government's behaviour, which eventually makes HoB as a consensus in dealing with the collision between the two levels of different dimensions. The preparation of this paper uses the concept of national interest as the main concept and research methods that are based on explanatory qualitative with secondary data sources. The results showed that the Indonesian government's position is influenced by the desire of the state in achieving the national interest, which are the interests of defense to overcome the development gap of the rural communities in the border area of Indonesia, protecting forests on the border area from the acquisition of sovereignty and natural resources and prevent further damage to the Borneo forest; economic interest to integrate green economic policies with national economic development programs and gain financial support for Indonesia's efforts to conserve forests; the interests of international order to achieve global solidarity towards sustainable environmental management; and ideological interests to actualize the normative ideology of the nation in promoting world peace and work together to combat deforestation as a global issue.
