Abstract

The research was about to see the most influential factors in placing an employee as a treasurer in local government working unit of Pariaman city local government. All treasurers in Pariaman were given questionaires and used technical analysis based on the highest percentage of some variables. The variables were educational background, experiences, the trainings which had been followed, appointment of placement and working satisfaction. Based on educational background, most treasures had non economics educational background. It meant educational background was not a factor that affect the placement of a treasurer. Experience factor showed that most treasurers had never been in such position before, both as a auxiliary treasurer (staff) and treasurer subsidiary. It explained that experience factor was not a factor that affect the placement of a treasurer. Training factor indicated that most of treasurers did not have training about administration, book keeping, taxation and the procurement of services and goods. Therefore, this factor did not affect the placement of a treasurer. Placement factor gave the explaination that most treasures were appointed by the head of local government working unit. So, this factor said that placement did not affect the appointment of staff as a treasurer. From the point of view of working satisfaction, most treasurers felt sorrow, depressed, tortured and annoyed in working as a treasurer. Therefore, most treasurer refused being reapoointed as a treasurer for the next period. The analysis about the improvement of treasurer performance indicated the needs for education and training to improve the competence of treasurer especially the training about financial administration.The conclusion of the research showed that the most influential factor was appointment of placement with the number of result as 98,5% of total respondents.
