Abstract
Kosovo's independence on Serbia in 2008 with contribution of international parties. As a newly independent country, Kosovo has not had a strong rule of law. The European Union makes the European Union Rule of Law Mission in Kosovo (EULEX) to monitoring the establishment and development of rule of law institutions in Kosovo. EULEX is part of civilian crisis management of common EU security policy (CSDP). EULEX efforts will be describe using the guidelines of the Officer of the High Commissioner for Human Rights (OHCR), this guide consists of 12 points. From 12 points, EULEX almost do the whole point that the EULEX mission can be said to be a success. Monitoring mission EULEX to institute the rule of law in Kosovo continues to innovate, in 2012 EULEX and the Kosovo Government approved an Action Compact which became the starting point increase in the development of rule of law institutions of Kosovo. Two years after the signing of the Action Compact, EULEX has resigned his post in Kosovo's rule of law institutions. Since 2014 Kosovo has controlled independently his rule of law institutes.
