Abstract

The planning is a predetermined number of activities to be carried out in a given period in order to achieve the goals. The planning according to Usman (2008) is the process of preparing for the activities to be carried out systematically to achieve specific goals. The planning has a very important role in the development process. One role is as a direction for planning of the development process to run toward the goal to be achieved as well as a measure of the success of the development process is carried out
